November 29, 2021 Road Department meeting.
Commissioner Goffena, Commissioner Turley, Road and Bridge Supervisor Stockert and Secretary Kenner were present.
They will be picking up the no-till drill from Lower Valley Conservation District, November 30, 2021 and will start to re-seed Bull Mountain #1 gravel pit. They will be picking up cattle guards purchased with BARSSA funds from Grass Range. A reminder that the Coal Board is meeting December 9, 2021 in Billings and it would be nice if a commissioner was present, as the Road Department is going to be asking for chip seal funding. (at least 1 Commissioner is planning on attending the meeting) They finally received the building permit from the State for the foundation for the new equipment building.

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz was present. Commissioner Goffena was absent due to illness.
Pledge of Allegiance.
Commissioner Pancratz made the motion to approve the agenda for the day after adding an encroachment permit submitted by Tranel Properties for a water pipe on Colony Road and to appoint Nancy Rademacher to the Musselshell Cemetery Board. Commissioner Turley seconded the motion as amended. Motion carried.
Commissioner Turley made the motion to approve the minutes from the November 26, 2021 meeting as is. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Turley attended the Refuse Board meeting on November 30, 2021 and they discussed some personnel issues.
Commissioner Turley and Commissioner Pancratz attended the Fire Council meeting on December 2, 2021. There was a lot covered and they are a good group of people.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett attended the Safety Meeting Thursday December 2, 2021 for the first time and learned some more of what safety measures to look for. There needs to be a new list for the breaker boxes in the buildings. There needs to be a new toilet tank lid in the men’s downstairs restroom.
CFO Kirk, Clerk & Recorder Tomassi and Treasurer Hetrick met with the Commissioners. They are going to start having budget meetings the last Friday of every month. (except for this month due to the Courthouse being closed. The meeting will be Thursday.) There will be a public notice and resolution of the 3 “NOTICE” places. Those places will be the Post office, Courthouse and website. They will be meeting with the department heads to clarify budgets vs. actual, revenue vs. actual, appropriated money and any negative expenditure accounts.
Sheriff Lesnik gave his weekly report to the Commissioners. The Connex box has been ordered.
DES Director Russell gave his weekly report to the Commissioners. There were 3 new address applications last week. The new vehicle from the Reverted Funds Grant is in Livingston and they are waiting on the camper shell. There are 30 active COVID cases in Musselshell County. Sheriff Lesnik entered the meeting and told Mr. Russell and the Commissioners that his department has had a big generator that was confiscated sitting at the impound lot. Mr. Lesnik feels he will never get what it is worth for it so he would like to donate it to the County for emergency services. Thank you, Sheriff Lesnik.
County Agent Solf gave her weekly report to the Commissioners. Ms. Solf is continuing to work on upcoming classes e.g., small acreage management. The activity insight reports for MSU are also being worked on. They will be getting the concrete barriers for the manure clean out area delivered sometime next week.
Ambulance Director Solberg could not meet with the Commissioners due to an ambulance transfer.

Commissioner Turley made the motion to review and approve the Encroachment Permit for an open cut water line in section 9, Township 11 North, Range 25 East on Colony Road submitted by Tranel Properties. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to appoint Nancy Rademacher to the Musselshell Cemetery Board. Commissioner Turley seconded the motion. Motion carried.
There being no further business, Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.
