The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Goffena was present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the October 5, 2020 minutes as is. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena attended an emergency refuse Board meeting Thursday October 8, 2020 for an employee issue. Members of the board will be in today to discuss what they will be doing to move forward.

Commissioner Borner did not have any meetings but will be having a MEDA (Montana Economic Development Association) meeting Wednesday October 14, 2020 where they will be discussing the “Next Generation Report findings.”

Commissioner Borner and Commissioner Goffena met on Wednesday October 7, 2020 for maintenance issues at the County Complex. Jay Steinmaser from Knife River, Tyler Lindbloom from Interstate Engineering and Kelly Gebhardt were present. (Steve Aldinger, Veronica Meyer and John Bach from Interstate Engineering were also present via zoom) Paving has been completed on the runway and taxiway B. Light cans and conduit have been installed. They will continue placing and grading topsoil and fill along shoulders of runway, taxiway A & B and finish back fill. The Profilograph on the runway was completed. There are dips that will need repaired. Mr. Steinmaser said they are going to try to get everything seeded next week.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioner. Ms. Kenner gave the Commissioners the close out letter for the 2018 FEMA project. The well has been drilled. They are wanting to hire another employee. The East District site application is hopefully in the last stages of being corrected. They are concerned about working with WWC because of the lack of communication. Commissioner Borner told Mr. Stockert that if they have not heard from WWC by Thursday October 15, 2020. The West District site consultants paper work will not start until January but field work with different agencies will be done.

Court Administrator Brainard met with the Commissioners to discuss some updates and work that needs done in the Courtroom. Ms. Brainard will get the Commissioners a list.

DES Coordinator Harper gave his weekly report to the Commissioners. County Agent Solf was also present. October is survey month. THIRA (Threat Hazard Identification Risk Assessment) reporting, NIMS and LEPC are completed. The State has requested additional FEMA information. They are reviewing Floodplain permits for MDT. The recovery efforts for the Bobcat fire are ongoing. The Type 2 Incident Team reimbursement was discussed and 4H barn upgrades. Ms. Solf is having a Fair Board meeting Tuesday October 20, 2020.

Linda Yount met with the Commissioners regarding tree replacement in the Courthouse yard.

Coleen Robinson and Terry Frost from the Refuse District met with the Commissioners regarding a budget amendment. They will be doing a resolution at their District meeting.

Theresa Doumitt met with the Commissioners to get a signature for #2 draw for the DLA (Delivering Local Assistance) Grant.

Mary Cooley met with the Commissioners regarding a bill for the Musselshell Cemetery.

Public comment:

There was no public comment.

Commissioner Borner wanted it noted that there were no GoToMeetings due to an internet issue.

Commissioner Goffena made the motion to appoint April Gifford to the Refuse Board. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to vote on extending the offer of $500.00 for the Melstone property (Lot 8, Block 16 of the Original Townsite of Melstone) to the Melstone Area Foundation. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign the Request for FAA Approval of Agreement for Transfer of Entitlements from Ekalaka Airport. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign the 2021 – 2027 Capital Improvement Plan and checklist for the Roundup Airport and CIP Submittal Spreadsheet. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign the Federal Financial Report for the Federal Aviation Administration Airports Division. Commissioner Borner seconded the motion. Motion carried

Commissioner Goffena made the motion to sign the Outlay Report and Request for Reimbursement for Construction Programs for AIP 3-30-0066-015-2020. Commissioner Borner seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
