The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Dan Main was present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve the September 8, 2023 minutes as written. Commissioner Turley seconded the motion.  Motion carried.

Public Comment:

Dan Main asked about the SRO (School Resource Officer)? The Commissioner said they can’t have one at this time because they have lost 2 deputies and have not gotten any application to replace them.

Commissioner Pancratz made the motion to Resolution 2023-49 Budget/Levy for decrease of County Wide Transportation and Budget/Levy Decrease of County Wide High School Retirement and Increase of Elementary School Retirement. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Encroachment Permit for Section 29, T8N, R30E for a water line Hawk Creek Road submitted By Colton Mury. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Turley attended the Hospital District meeting.  They are interviewing for a new CEO. Funding is good.

Commissioner Turley and Commissioner Pancratz attended the Coal Board meeting.  Musselshell County was awarded a new ambulance and funding for a new backhoe. The Coal Board gave the Roundup Memorial Hospital a year extension on their grant for the generator.

Commissioner Goffena attended the Central Montana Health District Board in Lewistown. There is a MOU (Memorandum of Understanding) with Stillwater County for sanitation inspection to help the current Sanitarian Megan Spry.  The did not get the budget sent in because they did not get the financials. Burials on private property were discussed.  Musselshell County has had 11 Covid cases.   Mostly from people passing through. They are going to start Healthy Living Classes and the first meeting will be in Winnette.

Commissioner Pancratz and Commissioner Goffena attended the RCP (Roundup Community Partners) meeting and there was general discussion of what is going on in Roundup.  There were 5 ribbon cutting ceremonies. The Fat Straw, Dimmick Auto Sales, Roundup heating and Cooling Systems, Joe the Plumber and one was for the celebration of the “R” painting.  Promoting Tourism is very important.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The Clerk & Recorders Office needs a new air conditioner.  They will be painting the Treasurer’s Office when time permits.

CFO Kirk and Nancy Everson from MACo met with the Commissioners to go over the budget for the County.

Ed MacLean met with the Commissioners regarding weeds South of town.

County Attorney Larsen met with the Commissioners to discuss appointing the Middle Musselshell County Water District members.

Sheriff Lesnik gave his weekly report to the Commissioners.  The system of “jury pulling” was discussed.

Ambulance Director Solberg gave his weekly report to the Commissioners. The new phone quotes were submitted. They will take approximately 2 months to get in. New laptops will be approximately 4 weeks.

Public comment on the Middle Musselshell County Water District members.

Dan Main was present and is opposed to the appointment of Board Members to the Middle Musselshell County Water District. The Commissioner told Mr. Main to write his oppositions and concerns to the County Attorney.

There being no further business the motion was made to adjourn.

September 18, 2023 Road Department meeting.

Commissioner Turley, Commissioner Goffena, Road and Bridge Supervisor Stockert and Secretary Newman were present.

Mr. Stockert thanked the Commissioners for their support at the Coal Board meeting.  They were awarded $160,000.00 towards a new backhoe. They are going to put the old backhoe, that is 27 years old, up for bids and any money received will go towards the new backhoe. The new backhoe will be delivered in February 2024. They will be installing new cattle guards on Hawk creek the rest of the week and will be delivering and installing culverts to Eagle Rock Road. They will be advertising for a new employee. The Commissioners would like to have a meeting with the Road Crew once the new employee is hired. They have been getting a lot of complaints about washboards on the roads.  Just a Reminder……   They need moisture before they can fix washboards.  Slow Down.
