The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present. Minutes were done by Garilynn Rapp.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as amended. Commissioner Pancratz seconded the motion.  Motion carried.

Public Comment:

All business and Resolutions approved and voted on by the Commission.

  1. Commissioner Pancratz made the motion to sign Resolution 2023-Discuss the 95-mil situation from the State and vote on approving 77.9 mills. Commissioner Goffena seconded the motion, motion carried.
  2. Commissioner Goffena made the motion to Review and sign the encroachment permit in Section 1, Township 9 North Range 30 East on Harvey Road submitted by Vernon Poole. Commissioner Pancratz seconded the motion, motion carried.
  3. Commissioner Pancratz made the motion to review and sign the encroachment permit in Section 28, Township 9 North, Range 31 East, Melstone Custer Road submitted by Northwestern Energy. Commissioner Goffena seconded the motion, motion carried.
  4. Commissioner Goffena made the motion to sign the CDBG Planning Grant Application for the County Growth Policy Update and supporting letter. Commissioner Pancratz seconded the motion, motion carried.
  5. Commissioner Pancratz made the motion to sign the Letter to the Department of Commerce Community Development Division for the preparation of the Growth Policy. Commissioner Goffena seconded the motion, motion carried.
  6. Commissioner Goffena made the motion to sign the Letter to the Department of Commerce Community Development Division for the preparation of the Growth Policy. Commissioner Pancratz seconded the motion, motion carried.
  7. Commissioner Pancratz made the motion to review and Sign Resolution 2023-53-Authorization to submit MCEP Infrastructure Planning Grant Application. Commissioner Goffena seconded the motion, motion carried.

Board Meetings:

Commissioner Goffena attended the Homes on the Range meeting. The new building was reviewed, expecting project to be 2-3 years out to completion.

Maintenance Supervisor Jett gave her update to the Commissioners and discussed county maintenance operating needs. She updated Commissioners on current projects in process such as winterization of sprinklers and having the block heater installed on the tractor.

County Attorney Larsen met with the Commissioners. They reviewed the processes required to close a county road. Additionly, they discussed the 95 Mills Situation with the State of Montana.

Sheriff Lesnik gave his weekly report to the Commissioners. Reviewed personnel need for the Sheriff’s Office.

DES Coordinator Rook gave the weekly report to the Commissioners. One new address was verified this week. DES met with ESRI for GIS/Map Training. This week the department met with the Youth Cares group to discuss the possibility of a new community center.

Public Comment:

Dolly Swearingim met with the Commissioners with her concerns regarding theft/attempted break-ins at the Food Bank. A camera has been donated by a community member and they have asked for assistance getting it installed. The Commissioner’s agreed to schedule the installation.

Bill and Barb Wacker: Came to request to commission to rescind the Resolution Abandon Allen Road, as a county road. After reviewing with the County Attorney, the Commissioners agreed to rescind the resolution, should be on next week’s agenda.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion.  Motion carried.
