The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Turley seconded the motion.  Motion carried. (after the mail came, there was an Encroachments Permit from Mid-Rivers for Bore Crossing, Communication Line in Section 1, T-9-N, R-24-E, Downs Road to be signed at the 3:00 business)

Commissioner Turley made the motion to approve the minutes from the March 25, 2022 meeting as written. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Goffena and Commissioner Turley attended the MACRS conference in Great Falls.  Musselshell County had 4 Road Crew employees that were given Road Scholar Awards. Terry Jorgenson received a Level 1 Award and Henry Hagstrom, Ron Manderfeld and Greg Turley received Level 2 Award. Musselshell County is very proud of the effort and hard work our Road Crew puts into an often-thankless job!

Commissioner Goffena and Commissioner Turley also attended a Central Montana Health Board meeting in Stanford, Montana where they were working on the By-laws.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The Courthouse boiler is not working.  The auger is not pushing.  Ms. Jett is going to shovel all the coal out and put it back in to see if that will fix the problem. Ms. Jett is trying to get prices on changing out the boiler system.

Victim Witness Advocate Allen met with the Commissioners to introduce Shane, a 7-week-old Collie that is going to be trained to work with children victims of violent crimes.

Sheriff Lesnik gave his weekly report to the Commissioners. There needs to be a resolution raising the fee for serving civil papers to residents.  The fee has not been changed since 2006.

DES Director Russell gave his weekly report to the Commissioners. They are going to be working with the Floodplain Administrator on the Fairground and Campground for information regarding the Minimum Allocation Grant. They are still working on the FMAG grant for timber encroaching on the County ROW. There are 3 active COVID cases in Musselshell County.

Fred Wipf met with the Commissioners regarding getting water from the Central Montana Regional Water Authority.

Ambulance Director Solberg gave his weekly report to the Commissioners. They have been working on the South Repeater Tower. Mr. Solberg is trying to get a 2nd estimate to fix the ambulance. There is still no word on the new phones.

Chris Kirk met with the Commissioners to go over budget reports.

Public comment on the Commissioners approving several budget amendments on increasing appropriations.

There was no public comment.

There was no public comment for the 3:00 business.

Commissioner Turley made the motion to sign Certificate of Survey 2022-4FC amending Tract 1 of Amended Certificate of Survey No. 1978-36-A in Section 9, Township 6 North, Range 26 East, submitted by Essex Surveying. Commissioner Pancratz seconded the motion.  Motion carried.

Monty Sealey with the Central Montana Regional Water Authority met with the Commissioners to let them know they were awarded 37 million dollars from the Bureau of Reclamation.

There being no further business Commissioner Turley made the motion to adjourn.  Motion carried.

April 4, 2022 Road Department meeting.

Commissioner Goffena, Commissioner Turley, Road and Bridge Supervisor Stockert and Secretary Kenner were present.

Mr. Stockert is going to be meeting with Toby Dahl regarding the trees on the Chandler ROW. The They are going to run the job ad again and possibly run it in the Ryegate and Lavina papers. They will be having a “Ribbon Cutting Ceremony” for the Farrel Street Bridge Project. They will be opening bids for the chip seal project on Monday April 11, 2022 at the Road Department meeting. We will be getting a $33,000.00 reimbursement for a blade that was burnt in a fire. Ray Construction came in on Wednesday to begin foundation work on the equipment building. ( Mr. Stockert wanted it mentioned that the minutes from their last meeting were wrong regarding the Montana Department of Transportation wanting him to stop working on the Goffena Bridge Project. It should have been mentioned that they could still work on the road but not in the bridge area.)   I apologize for any misunderstanding. BSH
