The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the week after adding the Notification of Intent from the Department of Justice Motor Vehicle Division from the Treasurer and to sign the Signal Peak Community Foundation Grant Application for help funding the purchase of the Wier Building.  Commissioner Pancratz seconded the motion as amended. Motion carried.

Commissioner Pancratz made the motion to approve the April 5, 2024 minutes as written. Commissioner Goffena seconded the motion.  Motion carried.

There was no public comment on the Budget Amendments.

Public Comment:

Theresa Doumit was present to remind the Commissioners of the April 20, 2024 Grand Opening of the Welcome Center Kiosk.  There is a City Council meeting April 16, 2024, she would like them to attend. We need to work on the CPACE Grant.

Warren Hanson met with the Commissioner regarding Engineering Firms they may contact to help with Emergent Pollution Grants for the Middle Musselshell Water District.   Commissioner Pancratz mention the County uses Stahly Engineering and WWC Engineering but there are many other firms out there.

Sherri and Gab Flanscha met with the Commissioner regarding the Arena building abatement report.  Commissioner Pancratz tried to call Tetra Tech and Safetech to get the information from the report, but had to leave messages. They will visit with County Attorney Larsen regarding the issue.

Ron Macadon visited with the Commissioners regarding a neighbor that is moving pins on his property. The Commissioner suggested he visit with the County Attorney and possibly Sheriff Lesnik.

Commissioner Goffena made the motion to sign the Memorandum of Understanding between Headwaters Economics, Inc and Musselshell County for the FloodWise Community Assistance Program. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Flood Mitigation Assistance/Swift Current Funding Commitment Letter and the SF-424. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Memorandum of Understanding between Musselshell County, the City of Roundup, the Roundup Chamber of Commerce and Roundup Community Partners to support Community Coordination in promoting the identity and marketing strategy for the City of Roundup. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2024-12 to receive the DNRC Community Wildlife Fire Protection Plan in the amount of $65,000.00 Submitted by DES. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2024-13 Ordering the County Treasurer to Issue Tax Deeds. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2024-14 Canceling Uncalled Warrants Drawn between July 1, 2022 and June 30, 20223 pursuant to Section 7-6-2607, MCA. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2024-15 Adopting a Detailed Preliminary Engineering Report Prepared by Great West Engineering, Inc. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to review and sign the Memorandum of Notification of Intent from the Montana Department of Justice Motor Vehicle Division submitted by Treasurer Hetrick. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Signal Peak Community Foundation Grant Application for help with funding the possible purchase of the Wier Building. Commissioner Pancratz seconded the motion.

The Commissioner did claims for the week on Wednesday April 10, 2024. Claims = $276,219.81

Theresa Doumitt went over the Signal Peak Foundation Grant Application for help in funding the purchase of the Wier Building with the Commissioners.

Sheriff Lesnik gave his weekly report to the Commissioners. Also present were Highway Patrol Trooper Patrick Herman and County Attorney Larsen.  The Sheriff’s Office will be getting LED light through the Northwestern energy Program. The exterior of the office is some new paint and fixtures. There will be another hiring process the 1st of May 2024. Monday April 15, 2024 they are having a “Ghost Out” at the High School in Melstone. There are 7 inmates in jail.   Mr. Herman told the Commissioners that the radio encryptions here in Musselshell County are bad and is causing an inability to communicate between vehicles and dispatch.  The issue needs fixed hopefully by the 1st of May 2024 for Officer safety.

County Attorney Larsen met with the Commissioners.

John Chavez and Stephanie Graben with Pronto Construction met with the Commissioners regarding installing heat in the Maintenance building.

There was no Public Comment regarding several Budget Amendments.

Charles Widdicomb and Joe Teini met with the Commissioners regarding Allen Road and gates being open.  Mr. Widdicomb would like Sheriff Lesnik to talk to the other land owners and make sure they shut gates after opening them.

Road Department meeting April 15, 2024

Minutes taken by Garilynn Rapp.

  1. Update on Goffena Bridge. We are looking at a year to a year and a half before the bridge is done. Beams have been ordered expecting October or November delivery. Concrete work is likely to begin Spring 2025, weather permitting.
  2. MDT has set a load posting for Delphia Bridge: 8 Tons for 4 axles, 12 tons for 6 axles, and 15 tons for 8 axles. The new sign has already been broken off, posted less than a week. We were informed by MDT that if we do not have it load posted, we will need to close the bridge until we are able to resign it.
  3. Road & Bridge Supervisor, Tom Stockert turned in an updated 5-Year Capital Improvement list to the Commissioners for the County Road Department.
  4. Equipment use at the Refuse Transfer site was discussed.
  5. Meeting dates were discussed.
  6. We have brought the Dozer back to the shop to have it available and save time if a fire breaks out.
  7. Damage done to North Gage Road was discussed.
  8. Road Department claims were discussed.
  9. Road update- Maintenance trucks (inspected & greased)
