The meeting was called to order at 8:30 by Commissioner Turley.  Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the days agenda. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the April 12, 2024 meetings minutes after a few misspellings. Commissioner Pancratz seconded the motion.  Motion carried.

There was no public comment on the Several Budget amendments.

Public comment:

Warren Hanson with the Middle Musselshell County Water District met with the Commissioners to discuss an engineering firm to help them with their grant application.  They mentioned possibly talking to another water district to see who they used and they need to get their Site Title Opinion from their attorney.

Commissioner Goffena made the motion to table and remove reviewing and signing Resolution 2024-16 for several Budget Amendments. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to table and remove reviewing and deciding on Awarding the bid for the Fairgrounds Water Project. Commissioner Goffena seconded the motion.  Motion carried.

Starting next week, the “Old Business”, “New Business”, Commission Board Meetings and “Public Comment” will be in the afternoons when there is more time.

Tuesday April 16, 2024, the Commissioners met with Randy Hafer with the Central School Development Venture with plans for a possible property transfer. Theresa Doumit was also present to talk about the Wier Building. 

Wednesday April 17, 2024 Wes Deguilio, from Representative Rosendale’s Office met with the Commissioners.  The Environmental Assessment for the Signal Peak Mine was discussed.

All Commissioners did claims for the week on Wednesday April 17, 2024. Claims =$34,991.95

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The heat will be turned off Wednesday April 24, 2024. They will begin moving things into the new shop this week. They need to do something to stop the trash bins at the Commons from moving around when the wind blows.

Dan Anderson met with the Commissioner regarding an old shack that is down by the river he thinks is historical and needs to be preserved.

There were some HR issues.

Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik has concerns about starting wages. There were 2 fires this week caused by transformers. Mayor Jones joined the meeting with a Public Safety Issue. They are going to have a meeting on Monday April 22, 2024 with Snowy Mountain Development, both County and City Attorney and hopefully someone from the DEQ and EPA.

DES Coordinator Rook gave his weekly report to the Commissioners. There was a car fire near Hochmuth Road. Burning was closed for 2 days because of wind but will re-open today. They are having a burn training Saturday April 20, 2024 at the River Walk. Residents on Alpine Road do not want a road sign and keep taking it down.

Treasurer Hetrick gave her monthly balancing and quarterly report to the Commissioners.

Dave Ponte with the Middle Musselshell County Water District visited with the Commissioners regarding the application for the grant they need. The Commissioners told him they had given names of a few engineering firms to Warren Hanson to see if they could help.

County Attorney Larsen and CFO Kirk met with the Commissioner regarding a claim issue.

County Attorney Larsen visited with the Commissioners.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion.  Motion carried.
