The Commissioners did not meet with the Road Department March 29, 2021 due to the MACRS Conference in Great Falls.

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding to sign the BDS contract for the Treasurer and appointing Kevin Swartz to the Broadview Fire Board. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to approve the minutes as is. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley attended the Refuse District Board meeting on Tuesday, March 29, 2021. They are trying to decide what to do with the old skid steer and how to determine if people with out of state plates are Musselshell County landowners.

Commissioner Turley attended the Hospital District Board meeting on April 1, 2021. The board provided very good monthly budget operations, in spite of COVID-19. The monthly financial report also remains business healthy. They are also on track to meet a goal to eventually improve its small-town ER and trauma capability, which is very favorable for such a small community. The relationship with Roundup memorial and Billings Clinic remains extremely effective and helpful.

Commissioner Goffena went to the MACRS Conference in Great Falls March 29 – 30, 2021. One of the main discussions was what can be done with COVID money. (Road and Bridge Supervisor Stockert entered the meeting) MACo said that it cannot be spent on roads or bridges because they are not considered infrastructure. It can be spent on broadband improvements. They need to get more answers about what the money can be used for.

Road and Bridge Supervisor Stockert met with the Commissioners to let them know the Farmers Union building is gone and the hole has been filled so there will not be a liability of someone falling into the hole. Mr. Stockert said he was able to do it by himself and there was no one called out for overtime.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Servpro would like to see the plans for the Courthouse to fix the ceiling tiles in the Courtroom.

Clerk & Recorder Tomassi met with the Commissioners to go over the budget “wish list” procedure for the departments. The Commissioners will have to do a budget amendment in June for the COVID reimburse that was received because it wasn’t on the original 2020/2021 budget. The new CFO will need a new laptop. Ms. Tomassi would like to get another voting machine with the money that was saved from her election budget, because there wasn’t a “poll” election.

Sheriff Lesnik gave his weekly report to the Commissioners. The Crime board has committed $60,000.00 for the purchase of the Zerker hardware. G & J Enterprises quoted $19, 126.00 for a lift at the Jail to make it ADA compliant. They are going to be having a Drug Identification Training for Parent Awareness soon. Operating supplies cost are increasing.

Sheriff Lesnik and Ambulance Director Solberg met with the Commissioners regarding personnel.

Mr. Solberg told the Commissioners he has the numbers from most departments and will be going out for bids on the new County phone systems.

DES Coordinator Harper, Fire Warden Russell gave their weekly report to the Commissioners. They are still waiting for the permits for the Farrall Bridge project. Mr. Russell gave the Commissioners a copy of the updated Fire Restriction Plan. It is in review with the Fire Council. Burning is open for now. There were 3 new addresses last week. They asked the Commissioners about a possible seasonal position to help put up new address signs. They are concerned about it becoming a safety concern.

County Agent Solf gave her weekly reports to the Commissioners. The Commissioner told Ms. Solf that after providing the Insurance information and license both Key Insurance and MACo approved hiring Handyman Construction. Ms. Solf is going to get a new laptop that will be paid for from both Musselshell County and Golden Valley County. They are going to put in the vaulted latrine at the fairgrounds first because they have to do a Floodplain Permit for the latrine at the campground. There are seed potatoes available for the public. Ms. Solf told the Commissioners that the fair this year should be back to normal.

New CFO Chris Kirk met with the Commissioners to discuss the duties, hours and pay.

There was no public comment.

Commissioner Pancratz made the motion to approve and sign the contract with Handyman Construction for the 4H building roof. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to approve and sign the contract for the BDS system for the Treasurer’s office. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to appoint Kevin Swartz for the Broadview Volunteer Fire Department. Commissioner Turley seconded the motion. Motion carried.

County Attorney Peterson met with the Commissioners. Mr. Peterson gave the Commissioners an old water right book for the County.

Commissioner Turley made the motion to adjourn. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Goffena and Commissioner Turley did the first run of April claims on April 1, 2021.
