The meeting was called to order at 8:30 by Commissioner Turley, Commissioner Pancratz and Commissioner Goffena were present.
Pledge of Allegiance.
Commissioner Goffena made the motion to approve the agenda after adding signing the Stahly Engineering scope of work and cost estimate for the Fairgrounds Water Main Extension funded by the ARPA Grant. Commissioner Turley seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve the March 30 Water District Meeting and April 14, 2023 Commissioner meeting minutes as is. Commissioner Turley seconded the motion. Motion carried.
All Commissioners attended the April 20, 2023 Middle Musselshell Water District meeting. Minutes will be available at a later date.
April 17 all Commissioners had a meeting with Mayor Jones, Road and Bridge Supervisor Stockert, Sheriff Lesnik, DES Director Russell, Coordinator Rook and Mike Taylor and Kurt Schnieber from Montana Department of Transportation to discuss snow removal on Main Street and other highway issues. Mr. Stockert assured everyone that the County is willing to help with any snow removal. Sheriff Lesnik is concerned about the West highway needing widened. MDT assured everyone the West Road is on the agenda to be widened. Speed limit signs to the North, turning lanes and turn outs were also discussed. The Commissioners thought it was a very good meeting.
Commissioner Goffena attended the retirement party for Kim Fisher on April 19, 2023. Enjoy your retirement, Kim!!
Commissioner Turley mention the power was out East of town for a while due to the heavy snow.
Commissioner Goffena has a call into Zinvest for property the County would like to look at.
County Agent Solf gave her weekly report to the Commissioners. The water will be turned on for one hydrant and the 4H building. The grandstands and other buildings will be turned on in May. They will be working on the hog barn repair this Saturday April 23, 2023.
Sherif Lesnik gave his weekly report to the Commissioners. Sheriff Lesnik is working with Superintendent Mayfield on a Federal COPS Grant for a resource officer at the school.
County Attorney Larsen met with the Commissioners.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. Mr. Rook has been working with Vanessa Hoene with GreatWest for a floodplain permit and the new employees. There was one new address given out this week.
Jim Vivirito gave the Ambulance weekly report. They have a new employee, Rhett Egan. We are still looking into new phone systems. There is a discrepancy on the call out arrival times with the new system at dispatch that needs to be looked at.
Commander Bill Turner and Quarter Master Ron Carlson with VFW Post 4925 met with the Commissioners ask if one or all of them would like to be a speaker at the May 20, 2023 Flag Service. They will be putting up six new flags donated by Signal Peak, one for each branch of service. Commissioner Goffena will give a speech. The Commissioners will find out who is going to be putting solar lights on top of the poles at the cemeteries.
There was no public comment.
Commissioner Goffena made the motion to sign the Zoning Compliance Form submitted by Wickens Construction for the Harper Pit. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign Resolution 2023-25 to receive the NRA Foundation Grant for Patrol Rifle Upgrades in the amount of $20,150.00. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign Resolution 2023-26 to receive the Coal Board Grant for the Road Department to receive two Belly Dump trailers in the amount of $97,600.00. Commissioner Pancratz seconded the motion. Motion carried.

Monty Sealey met with the Commissioners to discuss the final Water District meeting held on April 20, 2023 and what comes next. (Karen Randolph-King was also present to make sure she was on the list to opt out and also Cassandra Mann will be sending Commissioner Pancratz an e-mail to opt out.) The Commissioners will have to do a Resolution to accept the boundaries, then decide when the election will be. People need to have time to file for the Board.
There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
Thursday April 20, 2023 Commissioner Turley and Commissioner Goffena did the second run of claims.
