April 4, 2025 Minutes
The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda for the day. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve the March 28, 2025 meeting after a small clarification. Commissioner Turley seconded the motion as amended. Motion carried.
County Attorney Krakowka joined the meeting for the day.
Commissioner Turley attended a Hospital Board meeting on Thursday April 3, 2025 and will have the minutes.
Commissioner Turley attended the Roundup Memorial Hospital (RMH) Association Board of Director’s meeting April 3, 2025. RMH Administrator/CEO Tracy Johnson brought the Board up to the present state of hospital affairs, that remain upbeat. Billings Clinic / WIFLI accountant Anne Marie Kloppel provided her monthly RMH financial report. Ms. Kloppel made note that due to the two nursing positions which have been filled, contract expense has been reduced which has reduced expense which continues to provide RMH with a positive cash position. Assistant Medical Director Valerie Russell pointed out that improved nursing and Dr. staffing has positively affected hospital care. Mr. Jerry Routan provided minor building upgrade proposals which will improve the hospital building. Roundup Memorial Hospital Board members and staff continue to discuss with Billings Clinic both a short- and long-term Strategic Planning Seminar. RMH continues to be in a very positive situation with positive planning.
Commissioner Pancratz attended a meeting on Monday March 31, 2025 to go over the contract with John Minoch for shoring of the Wier building
All Commissioners went to the High School on Wednesday April 2, 2025. The students were engaged and concerned about getting things for the youth to do in the community.
At 3:30 today Friday April 4, 2025 Commissioner Pancratz will testify for HB334.
There will be a meeting with the Auditor on April 21, 2025 at 1:00.

Commissioner Goffena made the motion to table signing the work order with Tetra Tech and abatement contractor for pre-shoring hazardous materials clean-up for Wier Building project until after the days meeting with Theresa Doumitt. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Letter of Support to the Senior Advisory Committee for the Musselshell County West Repeater Site Hardening and Interoperability Upgrade Project under the Homeland Security Program Grant. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Certificate of Compliance Final Report for the Fairgrounds Water Project AM-23-0304 and Vendor Invoice. Commissioner Turley seconded the motion. Motion carried.
Under Sheriff Bednar gave the weekly report to the Commissioners. There will be active shooter training in July and taser training in June.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The commissioner signed a letter of support for the West Repeater. They will be putting the new fires reporting system into the next budget. The CWPP Community Wildfire Protection Plan has been posted and available for review for a week now.
Ron Carson, Bette Ross, Russell and Betty Haynes Marilynn Edwards and Bob Goffena, The Council on Aging Board, met with the Commissioners to go over concerns and policy and procedures of the Board and Senior Center.
There was no public comment for the afternoon.
There being no further business Commissioner Goffena made the motion to adjourn for the day. Commissioner Turley seconded the motion. Motion carried.
