The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Carlson was present.

Pledge of Allegiance.

Commissioner Carlson made the motion to approve the agenda after adding to discuss solar power for flag poles at the cemeteries. Sign the updated medical rate renewal for MACo and appoint Commissioner Carlson for the Hospital District board. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to approve the March 23, 2020 minutes. Commissioner Borner seconded the motion.

Commissioner Carlson reported that the Fire Council meeting was cancelled but they did burn 2 properties last week.

Commissioner Borner had no board meeting but did sit in on the Central Montana Health District telephone conference. Commissioner Borner talked with MACo about a job description for a Chief Financial Officer and also asked about the process regarding replacing the District 2 Commissioner.

Work is still being done on the Extension Office and fairgrounds grandstands.

The Floodplain violations will be worked on as soon as Swimley Law Firm finishes their work on the #4 Road alteration.

2016, 2017, 2018 audits are still being worked on by Denning and Downey Associates.

There has been no word from County Attorney Peterson regarding the Melstone property.

The updated phone system will be worked on by Ron Solberg.

The Election Audit Committee will be selected by the first week of May 2020.

Road and Bridge Secretary Kenner gave her weekly report to the Commissioners. They are going to use $25,000.00 of the BARSSA funds for fixing some of the asphalt roads and then build up the cattleguard and culvert inventory with the remaining funds. Today they are blading on Melstone-Custer and Dean Creek, replacing cattleguards on Snowy Mountain. Then replacing cattleguard on Dean Creek and maybe continue graveling on Big Wall.

DES Coordinator harper gave his weekly report to the Commissioners. We are still waiting on the State for the Budget Amendment and scope of work on the FEMA projects. The Carson property from the buyout was burned last week. Updating COVID-19 information as it comes in. There was a mutual aid request from Golden Valley County. There will be a meeting requested with the Fire Chief, DES, the Sheriff and the County Attorney regarding grounds for fire citations next Monday. Many trainings have been cancelled.

Commissioner Carlson made the motion to suspend the rules to add 3 different items to the agenda. 1.Sign the updated Insurance Renewal Rates for Musselshell County submitted by MACo. 2. Appoint Commissioner Carlson ad interim member for the Hospital Board. 3. Discuss installing Solar power at the cemeteries.

Commissioner Carlson made the motion to decide and award the Airport pavement rehabilitation bid. Commissioner Borner seconded the motion. Discussion:   Commissioner Borner said that after review by Interstate Engineering they have recommended the Commissioners award to the lowest bid submitted which was by Knife River. Motion carried.

Commissioner Carlson made the motion to review and sign the 52 Encroachment Permits for Bore crossings and a communication lines on various properties in Musselshell County submitted by Mid-Rivers after approval by Road and bridge Supervisor Stockert. Commissioner Borner seconded the motion.  Motion carried.

Commissioner Carlson made the motion to review and sign Certificate of Survey 2020-5RB Amending Parcel C & D of Certificate of Survey 1984-7 in the NW4, NE4 of Section 9, T-9-N, R-24-E submitted by Sanderson Stewart for Virginia Fidel. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to appoint Kirby Danielson, Samantha Christensen, Deborah Adolph, Shawn Todd and Christine Kirk as members for the Financial Advisory Committee. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried. The first meeting will be schedule towards the end of April and they will meet monthly at first.

Commissioner Carlson made the motion to sign the Application for Federal Funding Assistance SF-424 for AIP 3-30-0066-015-2020 submitted by Interstate Engineering. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to review the letter from the Musselshell County Republican Central Committee recommending 3 people for consideration of Commissioner replacement in District 2. Commissioner Borner seconded the motion. Motion carried. The Commissioners will set up a meeting/interview with each individual on Mondays after 3:00 business.

Commissioner Carlson made the motion to sign the updated renewal rates (the numbers have been rounded) for insurance for employees submitted by MACo. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to Appoint Commissioner Carlson as the interim Hospital Board Member. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to discuss solar power for flag poles at the cemeteries. Commissioner Borner seconded the motion. Discussion: Commissioner Carlson said there should be flag flown at all of the cemeteries but they must have a light, so he thinks getting a solar panel would work. They will get estimates for the panel from local electricians. Motion carried.

The Commissioners had a telephone conference with the Department of Administration Treasurer Hetrick and Clerk & Recorder Tomassi were present.

The Commissioners signed Treasure Hetrick’s cash Count Report for the month of March 2020.

There being no further business the motion was made to adjourn. Motion carried.
