The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda as is. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to approve the August 5, 2022 meetings minutes as written. Commissioner Turley seconded the motion. Motion carried.
Mary Cooley met with the Commissioners to discuss Handel Park and Musselshell Cemetery claims. The Musselshell Community County Water and Sewer District was also discussed.
Commissioner Turley attended the RCP (Roundup Community Partners) meeting on Thursday August 11 and the LEPC meeting on August 9, 2022.
Commissioner Goffena attended the Musselshell Water Coalition meeting. Questions were asked how the flood from 2011 affected people. The Musselshell River lost 37 miles during the flood. The Cushman bridge is going to need replaced. Mike Ruggles from FWP was at the meeting and told Commissioner Goffena that he will set up a meeting with the Commissioners to update them on the Riverside Fishing Access project.
All Commissioner attended the Meeting with the ARPA Specials and Snowy Mountain to discuss strategies and entitlements.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. They are going get the Extension office ceiling fixed by Handyman Construction. The sprinkler/monument issue has been resolved. The Commissioner talked to Ms. Jett about a Safety concern.
County Agent Solf gave her weekly report to the Commissioners. August 20 the MSU Arborist Peter Kolb to do an educational class on tree care. They will be doing “Trees & Tacos”. August 24 there will be a “Bat Walk” with someone from FWP doing a presentation. August 28 will be the 4H Award Ceremony. September is going to have a lot of “Pest Management” classes. Ms. Solf is going to possibly have a ‘Restoration Day” for “recruits” to replace some wood on the South side of the old hog barn. Ms. Solf is going to ask Rodeo Roundup about possibly getting some new dirt in the arena. The hydrants at the campgrounds are needing fixed, and the comfort station doors may need replaced.
Sheriff Lesnik gave his weekly report to the Commissioners. There was a question about the County credit cards and the payment cycles.
DES Coordinator Rook and Rural Addressing Assistant Gomez gave their report to the Commissioners. Floodplain Administrator Vanessa Hoene is going to be going over her contract and possibly have some amendments. There were 2 fires this week. 4 new addresses were completed. They are mapping the water cisterns that are going to be available for fires. Mr. Rook attended the City Planning Board meeting and the zoning changes for the City were accepted. There are 8 active cases of COVID in Musselshell County.
Ambulance Director Solberg gave his weekly report to the Commissioners. July was a record month for billing. Mr. Solberg is going to check on the new phone systems for the County.
Public comment on the 2022/2023 Preliminary Budget.
Charles Gettleman, Janice Beck and CFO Kirk were present.
Mr. Gettleman asked if there were any negative budgets? Ms. Kirk said there were not. Mr. Gettleman ask how often the Sheriff’s Office got new patrol cars and vests? The Commissioners answered after 105,000 miles on a car and the Sheriff’s Office just received a grant from the Signal Peak Foundation.

Public comment on joining the Snowy Mountain Regional Port Authority.
Mr. Gettleman asked how much tax payer dollars will be spent on joining the authority? Commissioner Pancratz replied that it is a minimal cost to the County, being $250.00 a year. The purpose of join the Authority is that it will open many more avenues available for grants for economic development.

Theresa Doumitt was present to give the Commissioners an update on the Central School. The grant was funded so work should begin at the end of this month for the renovations. They have been contacted about reserving some memorabilia from the school. Ms. Doumitt is sure the contractor will not have a problem with reserving. Ms. Doumitt also mentioned that Roundup Community Partners would like to have a member on the Bair-Collins Advisory Committee.

Commissioner Pancratz made the motion to table items 3 & 4, Encroachment permits submitted by William Bergin. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign Resolution 2022-22 Ordering the County Treasurer to Issue Tax Deeds. Commissioner Pancratz seconded the motion. Motion carried.
August 15, 2022 Road Department Meeting
Commissioner Goffena, Commissioner Turley and Road Secretary Kenner were present. Secretary Hagstrom was not present. They will be working on the ROW for Goffena Bridge. Starting wages for new employees was discussed. Farrell Street residents would like some follow up touches on the bridge before they have the “Ribbon Cutting’ Ceremony.
