The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda after adding Resolution 2022-23 dedicating a tract of land in the SE4SW4 and the SW4SE4 of Section 35, Township 9 North, Range 27 East for Highway purposes. Sign the 2 Encroachment Permits submitted by William Bergin that were tabled last week.   Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the August 12, 2022 minutes as written. Commissioner Turley seconded the motion.  Motion carried.

The Commissioners signed the Funds Transfer Agreement from the Federal Highway Administration for Old Divide Road that was on the agenda July 22, 2022 but not signed.

All of the Commissioners attended the Bair-Collins meeting on Monday August 15, 2022. This meeting was to see who all is going to be on the advisory Committee. The list of members was sent to DEQ.

Commissioner Goffena and Commissioner Pancratz attended the Fair Board Meeting on Tuesday August 16, 2022. They need to get more trash receptacles for events.

Commissioner Goffena and Commissioner Pancratz also attended the City Council meeting on August 16, 2022. Dan Clark was present talking about putting a change of government on the 2022 ballot.

Commissioner Goffena and Commissioner Turley attended “Commissioner Day” at the Montana Fair on Wednesday. The Yellowstone Commissioners are spending 34 million COVID Relief dollars on the Metra.

Commissioner Pancratz attended a Rural Housing Supply meeting that was put on by MSU. There is a significant housing shortage in Montana.

Commissioner Pancratz also attended the Snowy Mountain Development board meeting.  They are working on the Port Authority.

Linda Yount, Dan Eliason, Natalie Schaff and Maintenance Supervisor Jett met with the Commissioners to discuss the Teddy Blue Abbott monument. They need to locate the sprinkler control zone boxes for the landscaping. They may start doing the landscaping within the next 2 weeks. The landscaping will cost approximately $40,000.00. The monument was paid for by private donors and grants. No taxpayer dollars were put into the monument.

Maintenance Supervisor Jett also talked to the Commissioners about leveling the Courthouse parking lot.  The Extension Office ceiling work will start today.

Theresa Doumitt met with the Commissioners to update them on the Kiosk project. They have gone out for bids on a contractor.  Bid opening will be the 9th of September at the City Council Chambers. The County is still willing to use CARES Act funds for the Kiosk bathrooms.

County Extension Agent Solf gave her weekly report to the Commissioners. There were questions about Stahly invoices that Commissioner Pancratz is going to check into.  Tree trimming has started at the fairgrounds.  They need to find a new Chairman for the Fair Board.  Ms. Solf is going to start a master preserver training soon. The new 4H year begins October 1, 2022.  The awards banquet for 4H is September 28, 2022.

Sheriff Lesnik gave his weekly report to the Commissioners. Budgets were discussed.

DES Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. The Flood Plane Administrators contract will be on the 3:00 Business agenda. There were 3 fires last week. They are working on a “County Welcome Packet” for new residents. There were 3 new addresses last week. Fire restriction meeting every Monday. There are 12 active COVID cases in Musselshell County.

Public comment on the 2022/2023 Preliminary Budget. There was no public comment.

Public comment on joining the Snowy Mountain Regional Port Authority.  No public Comment.

Commissioner Turley made the motion to table items 3 to sign Resolution 2022-23 Dedicating a parcel of land in Section 35, Township 9 North Range 27 East for Highway Purposes and item 4 & 5, Encroachment permits submitted by William Bergin. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley made the motion to sign the Amendment No. 1 To Professional Services Contract for Floodplain Administration. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the joint Resolution establishing the Snowy Mountain development Regional Port Authority. Commissioner Turley seconded the motion.  Motion carried.

There being no further business Commissioner Pancratz made the motion to adjourn.  Commissioner Turley seconded the motion.  Motion carried.

 

August 22, Road Department Meeting.

Commissioner Goffena, Commissioner Turley Road and Bridge Supervisor Stockert and Secretary Kenner were present. Next Monday the Commissioners and Mr. Stockert are going to meet with a land owner regarding an encroachment permit. The Commissioners will meet with DES Director Russell regarding the Road Departments description during a fire.  The final budget should be done on Friday. MDT will be graveling Goulding Creek starting August 29, 2022.  The Commissioner did the Official Ribbon Cutting for the Farrell Street Bridge. The South District was mowed and Goffena Road was worked on.
