August 16, 2021 Road Department Meeting

Commissioner Goffena, Commissioner Turley and Road Secretary Kenner were present. The department could qualify for the RRGL Program DNRC (Renewable Resource Grant and Loan) for the irrigation ditch at the Goffena Bridge. Stahly Engineering is willing to write and administer a Coal Board Grant for the chip & stripe on Old Divide. The Coal Board meeting for this grant will be December 9, 2021. They are continuing the hot mix repairs and will then go to cold mix repairs. Cattle guards on Harris, Harvey, Majerus, Fattig Creek, Fishel, Snowy Mountain cleaned.   Blading done on Canyon, Goulding Creek, Big Wall, Airport, Golf Course, W. Parrott and N. Delphia

August 20,2021

The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after removing the 2:00 meeting. (The meeting is next Friday) Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the minutes from the August 9th and 13th meeting. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Goffena, Commissioner Turley and Commissioner Pancratz attended the Planning Board meeting Thursday August 19, 2021. Commissioner Pancratz reported that they introduced possible building permits and decay ordinances to the Board. The Commissioners are positive on what direction they would like the County to be moving.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The grease interceptor in the kitchen at the Commons is plugging.  They need to run more hot water to keep things moving. They are going to get a damaged sidewalk block at the Courthouse replaced. They need to check into getting the epoxy on the Courthouse steps sealed again.

Sheriff Lesnik gave his weekly report to the Commissioners. The possibility of a decay ordinance for the County was discussed. Mr. Lesnik thinks there is a very big need for some kind of ordinance to help with the problem, but it needs to be defined. (Monty Sealey entered the meeting) There needs to be a reasonable template. Mr. Lesnik thinks you will have supporters but you will have more push back. The Sheriff’s Department is going out for a grant to purchase a new canine that can do 3 scents.  With a heavy heart they are going to sell Canine Officer Rico.

Monty Sealey with the Central Montana Regional Water Authority met with the Commissioners to request they participate with Phase 4 of the Musselshell-Judith Rural Water System.  The pipeline from Roundup to Melstone. The scope of work to de done is, initial surveying, mapping, land acquisition and field environmental work; survey control; LIDAR mapping and orthophotography; initial pipeline alignment and land ownership drawings; easement and lease negotiations with landowners; preparation of easement documents and exhibits; field investigations and reporting aquatic resources; field investigations and reporting for cultural resources and submission of permit requests. The cost estimate of the work is $275,000.00 and falls within the guidelines of the ARPA Grant the County received funds from. The Commissioners will get back to Mr. Sealey.

DES Director Russell & Coordinator Rook gave their weekly report to the Commissioners. The new latrine at the fairground’s floodplain issue was discussed.  The Floodplain Administrator from GreatWest visited the fairground’s and found a satisfactory place for the latrine.  There were 3 new addresses last week.

County Agent Solf gave her weekly report to the Commissioners.  The next Fair Board meeting will be October 19, 2021. There will be a Weed Workshop on September 2, 2021 at the Extension Office. Flood Awareness Day is September 9, 2021and there will be 3 meeting times. 1. 9:00 am – 11:00 am at the Ambulance Barn. 2. 2:00 pm – 4:00 pm at St. Benedicts Church. 3. 5:30 pm – 7:00 pm at St. Benedicts Church.  There possibly will be a Drought Seminar on October 14, 2021.  Ms. Solf is still working on this.

Ambulance Director Solberg gave his weekly report to the Commissioners. Mr. Solberg is wanting to hire another full-time position for EMT. Workers Comp was discussed. There is going to be a meeting regarding the new phone system soon. Mr. Solberg has contacted 3 companies and is going to be getting the prices for the Commissioners.

There was no public comment:

Commissioner Pancratz made the motion to sign the Memorandum of Understanding between Musselshell County and Golden Valley County for the County Attorney’s Office. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2021-32 for Coal Board Grant MT-CB-PL-21-0888 for the Preliminary Architectural Report (PAR) for a Sheriff’s Impound Building. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the letter appointing Justin Russell as Musselshell County DES Director and Darren Rook as Musselshell DES Coordinator.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to review and sign the letter of support to the Montana Department of Natural Resources and Conservation the Roundup Reach Renewable Resource Planning Grant. Commissioner Pancratz seconded the motion.  Motion carried.

Clerk & Recorder Tomassi met with the Commissioners to go over the budget.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.
