On July 28, 2022 the Commissioners applied for a CDBG Planning Grant for the Fairgrounds Master Plan for short- and long-term planning.

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda after adding to strike item #2 from the 3:00 business as it was voted on at the July 29, 2022 meeting. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the minutes from the July 22 and 29 meetings as written. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena mention that there will be a Q & A meeting with the Department of Commerce and Snowy Mountain Development regarding the A.R.P.A. & M.A.G funds on August 10, 2022 from noon until 2:00.

Commissioner Goffena and Commissioner Turley attended a Yellowstone Commissioner meeting regarding Yellowstone County pulling out of Area II Council on Aging.  The Musselshell County Commissioners greatly oppose the idea.  The matter was tabled.

Commissioner Goffena talked about how many cuts have been made by the State for services to the Senior Center. Brenda Vescovi will set up an appointment with the State to discuss the reason for the cuts.

Commissioner Goffena and Commissioner Turley attended the Road Department Interviews on Monday August 1, 2022.

The next Central Montana Health District meeting will be September 15, 2022 here in Roundup at the Commons. The time is not yet determined.

Commissioner Pancratz spoke with Shawna Hawk from the Montana Department of Administration regarding Accounting approaches with grants and insurance.

Ron Manderfeld, Meriel Beck and Emily Schultz with the Safety Committee met with the Commissioners to go over some concerns.

County Agent Solf gave her weekly report to the Commissioners. The 4H Fair went well. They had a good sale. There were donations made to the 4H, shooting range and scholarship. In September Ms. Solf and Wendy Jones are going to be starting a Weed Workshop.  There is going to be a tree workshop also.  The Director of the MSU Extension is on the Regional Tour and will be stopping in Roundup.  The next Fair Board meeting will be August 16, 2022 at 5:30.  The Commissioners talked about the “tour” they, Sheriff Lesnik DES Coordinator Rook, Rural Addressing assistant Gomez and Kathy Thompson with Stahly Engineering did of the fairgrounds for a master plan. They are trying to see about water and electric for campers, 2 fill stations for water in case there is a fire event and a power upgrade.

Rural Addressing assistant Gomez gave the DES weekly report. There were 6 fires this week. Reports for NFIRS are being updated for better accuracy. Mr. Gomez has been identifying additional water sources for the fire departments. It is pre-kickoff season for the DES Regional Mitigation Plan.  They are scanning all documents onto the County server.  There are 14 active COVID cases in Musselshell County.

Ambulance director Solberg gave his weekly report to the Commissioners.  They now have internet service in the Commons meeting area.

There was no public comment.

Commissioner Pancratz made the motion to table Item # 1 to sign FAA Form 5100-110, Request for FAA Approval of Agreement for Transfer of Entitlements, 2022 Roundup to Three Forks until further information is gathered. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to Adopt the 2022 Rural Fire Capacity Grant submitted by DES. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to Appoint Cameron McCleary to the Refuse Board. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to Appoint Rick DeWitt to the Refuse Board. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to try and have a Bair-Collins Advisory Committee meeting on August 15, 2022 at the Commons at 5:00.

Commissioner Turley made the motion to sign Certificate of Survey 2022-15 for a Family Transfer in the SE4 of Section 32, Township 5 North, Range 25 East submitted by Sharon Westre. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Encroachment Permit submitted by Kyle Marshal for an approach in Section 14, Township 9 North, Range 29 East, Old Musselshell. Commissioner Turley seconded the motion.  Motion carried.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.

August 8, 2022 Commissioner Goffena and Commissioner Turley met with Mayor Jones and Lon Sibley to put in a formal request for help from the A.R.P.A funds for 6 new fire hydrants and a fence around the North water tank. Mr. Sibley is waiting for bids and will give them to the Commissioners along with a letter for the request. The Commissioner will look at the bid. The first priority is to get the water fixed at the fairgrounds.
