There was not a Road Department meeting on December 6, 2021.  The Commissioners were at Elected Official training.

Road Department report.

They took advantage of the moisture and bladed Horsethief, #4, Four Mile, Goulding Crk., Canyon and N. Delphia. Road and Bridge Supervisor Stockert, Commissioner Turley and Commissioner Goffena went to the Coal Board Meeting on December 9, 2021 to represent Musselshell County for the grant application for chip seal on Old Divide and #4.  They did not get the grant.

The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley and Commissioner Pancratz were present.

Commissioner Turley made the motion to approve the agenda for the day as is.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the minutes from the December 3, 2021 meeting as written. Commissioner Turley seconded the motion.  Motion carried.

On November 29, 2021 Commissioner Goffena and Commissioner Turley attended the Melstone City Council meeting to discuss the list given to the Commission regarding funding water projects for Melstone with ARPA funds.  The Council will prioritize the list and tighten the bids to know exactly how much the project will be.

Commissioner Goffena and Commissioner Turley attended the Coal Board meeting December 9, 2021. There was only $309,000.00 in the account but had 2.5 million in applications. They did not put anything on contingency nor did they table the applications for the next meeting. Now they will have to start over and spend more money for the application process.

There was a complaint from a resident on Camp #3 about the continuing garbage and sanitation issue that is happening there. The Commissioners asked for an e-mail regarding the issue.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett will be meeting with CFO Kirk to go over her budget.  The Teddy Blue statue is moving forward and they are hoping to start installing next spring.

Peter Fox with ARCHSEARCH met with the Commissioners with a presentation of preserving the documents that are not on computer for the Clerk & Recorders Office. It is very important that the older documents are put on a program that is easy to access and make it so the originals are not handled or destroyed. Commissioner Pancratz mentioned that there is CARES money available for this and the County would not be able to afford it otherwise.  Mr. Fox will get a quote for the Commissioners next week sometime.

Sheriff Lesnik gave his weekly report to the Commissioners. The Conex box should be here today or tomorrow and they have the spot ready for it. Gross proceeds were discussed.

DES Director Russell, DES Coordinator Rook and the new RAS Assistant Dan Gomez gave their weekly report to the Commissioners. The State needed more pictures from the FEMA Big Buyout so they were sent.  A budget issue was resolved. Wednesday, December 15, 2021, Mr. Russel, Mr. Rook, Commissioner Pancratz and Commissioner Turley are going to meet with CFO Kirk to go over some more of the budget for clearer understanding.  There were 2 new addresses last week.  Mr. Gomez was introduced to the Commissioners. There is a LEPC meeting Tuesday December 14 at noon in the Ambulance Barn. Musselshell County has 23 active COVID cases. Mr. Russell told the Commissioners that there is a digital copy of the current revision of the PDM available and they should read it when they can.

Clerk & Recorder Tomassi met with the Commissioners to let them know there is a Tax Deed property going up for Auction December 30, 2021.

Monty Sealey with the Regional Water Authority met with the Commissioners to update them on the project. The bid opening will be January 12, 2022 in Harlo.  There will be a hearing on January 22, 2022 in Shawmut to explain the water districts. Mr. Sealey will be getting an agreement together for the pipeline from Roundup to Melstone.

There was no public comment on the accounting meetings every first Friday of the Month with the Commissioner and quarterly with the Department Heads.

There was no public comment on Notices places for the County.

Kolten Knatterud was present for public comment on the Finding of Facts for the application of Montana Frontier Sandstone for the preliminary plat approval of the Highway 87 Minor Subdivision. Anna Vickers and Jeremy Fadness were present via Zoom. The Commissioners had attended the Planning Board meeting for this so there really weren’t any questions. Mr. Knatterud had the list provided by Mr. Fadness on the exceptions that will need to be addressed before the Commissioner will sign the actual plat.

Commissioner Pancratz made the motion to review and sign the Findings of facts and Order in the Matter of the Application of Montana Frontier Sandstone, LLC for Preliminary Plat Approval of the Highway 87 Minor Subdivision. Commissioner Turley seconded the motion.  Motion carried.

There being no further business Commissioner Turley made the motion to adjourn. Commissioner Pancratz seconded the motion.  Motion carried.

All Commissioners visited with County Attorney Peterson in his office.
