December 13, 2024 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present. County Attorney Krakowka was also present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda for the day after adding to sign the change order for the fairgrounds water system submitted by Cop Construction.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve the minutes from the December 6, 2024 meeting as written. Commissioner Pancratz seconded the motion.  Motion carried.

There was no public comment.

Commissioner Goffena made the motion to sign Resolution 2024-33 for several Budget amendments. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign change order #3 for Cop Construction Fairgrounds Water System. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena testified at the Coal Board Meeting on Thursday, December 12, 2024 for funds for the Wier Building Roof.  Commissioner Turley, Commissioner Pancratz and Theresa Doumitt were present. The ask was for $365,000.00 and we received half, $182, 500.00.

Commissioner Goffena attended the Headwater meeting with DES regarding flood zones. They are going to do a feasibility study on 3 of the concepts shown.

Commissioner Goffena attended the Water Shed Coalition meeting.  Endangered and invasive species were discussed. Feral hogs are invading the northern border of Montana.

Commissioner Goffena had an Opioid meeting Tuesday December 11, 2024 were they gave out 2 small grants.  Commissioner Goffena suggested the Community Health Worker, Kellie Berg look into getting a grant for her office.

Commissioner Turley attended the Hospital District Board meeting. The hospital is in good shape. There has been a good response to the helmet program for head trauma.

Commissioner Pancratz attended the CWPP meeting on Monday December 9, 2024.

The Commissioners attended the Melstone City meeting. Bob Church from GreatWest was present with a presentation of what the probable cost of water will be when they get it from the Regional Water Authority.  Melstone would like to transfer the ownership of their water wells to DNRC to use for fires.

All Commissioners met with Area II Council on Aging Manager Brookie and her assistant on Wednesday December 11, 2024 with concerns about the Musselshell County Council on aging Board. They are going to try to attend their next meeting with their concerns.

Theresa Doumitt met with the Commissioners with an update on the Wier Building. Emarie Skelton and Brad Kahler from high Plains were present also.  Ms. Doumitt is hoping to get the request for proposals (RFP) out by the end of the month for the design of the building. There is a meeting on December 18, 2024 to go over the RFP.

County Agent Cooley gave his weekly report to the Commissioners.  Mr. Cooley attended the South Ag Research Committee meeting.  There is no one on the committee to represent Musselshell County and the Commissioners were asked if they knew anyone that would be interested.  There will be a Fair Board meeting every 4th Tuesday.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. Thursday December 12, 2024 there was a head Waters Meeting for the areas that are a flood threat.  There are three areas they are going to do feasibility studies on.  There were 2 fires this week.

Community Health Worker Kellie Berg met with the Commissioner regarding the lease for her office. The lease was sent to County Attorney Krakowka for review.   Ms. Berg will now be put on the weekly agenda at 1:00.

There was no public comment at 3:00.

There being no further business Commissioner Goffena made the motion to adjourn.  Commissioner Pancratz seconded the motion.  Motion carried.
