December 17, 2021

There was no Road Department meeting on Monday December 13, 2021.

The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance

Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the minutes from the December 10, 2021 meeting as is.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Goffena and other members of the Central Montana Health District met with their lawyer and also attended a Board meeting.   The lawyer is going to be working on the by-laws.   They will be meeting with Onehealth on January 1, 2022.

Commissioner Turley and Commissioner Pancratz attended a LEPC meeting December 14, 2021.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. They will hopefully get the outdoor railings for the senior center the 1st of the year.   There was a clarification of a budget issue. There is an issue with the State pushing the snow onto the side walks when plowing.  It is really deep and places and can not be shoveled.

DES Coordinator Rook and RAS Assistant Gomez gave their weekly report to the Commissioners.  DES Director Russell was working with Toys for Tots and may not make the meeting.  The FEMA Emergency Operation Plan has been updated.  There were 2 fires last week. There were 10 new road signs installed.  There are 10 active cases in Musselshell County. Mr. Russel was able to join the meeting.

The Commissioners had a telephone conference with Mark Mattioli, Chief for the Office of Consumer Protection, Montana Department of Justice regarding the information from the Attorney General’s office regarding potential payouts for the opioid prescription drug settlement money. All Commissioners voted to participate in the settlement and will resister online and sign the MOU.

Treasurer Hetrick met with the Commissioners to have them sign the Interstate Alarm Cancellation form and to let them know she has never heard back from Bankhead Jones regarding paying back funds they had given us. The State may be implementing a new Motor Vehicle System and would like every County to help fund the implementation.

Clerk & Recorder Tomassi met with the Commissioners to give them the quote from ARCASEARCH regarding the preservation of documents for the C&R’s Office. The total amount is $167,000.00 for all documents including the Commissioners minutes. The Commissioners will vote on the purchase at the next weeks agenda.

Sheriff Lesnik gave his weekly report to the Commissioners.  Mr. Lesnik has been doing research on decay ordinances and they will revisit the issue after the new year. Marijuana Sales in Musselshell County was discussed.

Dave Ponte from the Roundup Record visited with the Commissioners for clarification of the Public Notice item on the agenda.  The Roundup Record is going to be the newspaper used.

Public Comment;

There was no public comment on accounting meetings every last Friday of the month with the Commissioners to review Budgets vs Actual reports and quarterly reports with Department Heads.

There was no public comment on Public Notice places. Roundup Record, County Courthouse, County Website or Roundup Post Office.

There was no public comment on Resolution 2021-43 for a Budget Amendment to transfer Cash from the Fire Protection Fund to individual departments in the amount of $64,492.00.

There was no public comment on Amended Resolution 2021-42 for the Marijuana K9 Replacement Program in the amount of $10,000.00.

There was no public comment for Resolution 2021-37 to change the amount of the EMPG grant for a DES truck in the amount of $47,322.50 instead of $56,000.00.

Commissioner Pancratz made the motion to review and sign the agreement for accounting meetings every first Friday of the month with the Commissioners to review Budgets vs Actual reports and quarterly meetings with department Heads.  Commissioner Turley seconded the motion.  Motion carried.

 

Commissioner Turley made the motion to review and sign the Resolution 2021-44 for public “NOTICE” places to be the Roundup Record, County Website, County Courthouse or Roundup Post Office. Commissioner Pancratz seconded the motion. Motion carried.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena and Commissioner Turley did the last run of claims for December on December 16, 2021.
