December 20, 2021Road Department meeting.

Road and Bridge Supervisor Stockert, Commissioner Goffena and Commissioner Turley were present.

They are going to be re-routing a part of Goffena Road. All landowners are willing (Mr. Stockert will get letters from all) at this time. The Volvo loader is at Tri-State in Billings.  They will be re-submitting the Coal Board Application for chip seal on Old Divide and #4 Road as soon as possible for the March meeting.  There is a meeting with MDT (Montana Department of Transportation in January 3, 2022 in Helena that Mr. Stockert will be attending.

 

December 23, 2021

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda after adding, signing the Future Fisheries Agreement from 2018 from Fish Wildlife and Parks.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the minutes as written. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley and Commissioner Pancratz attended the City Council meeting on December 21, 2021. Sheriff Lesnik was also present. The Council is working on the Interlocal Agreement for Law Enforcement between the City and County for the new year. Sheriff Lesnik gave a report on how much of the Sheriff’s office time is spent in the city limits.

Commissioner Goffena signed the Montana Distributors’ and Janssens Opioids Settlement Memorandum of Understanding.

Commissioner Goffena and Commissioner Turley met with a realtor to discuss an agreement with the Belveals for a possible land swap agreement.

Clerk & Recorder Tomassi met with the Commissioners regarding the AFP (annual financial report)

Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik felt the City Council meeting went well. There was a report given at the meeting on how much law enforcement time is used within the city limits with the $100,000.00 the City of Roundup contributes to the approximately $800,000.00 Law Enforcement budget. 70% of time is spent enforcing the law in the city limits. Mr. Lesnik had a productive meeting with the CEO of Roundup Memorial Hospital Holly Wolfe regarding billing clarifications and inmate charges. They also discuss the possibility of a contract for weekly visits to the jail for any inmate problems.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There was 1 floodplain permit application that was forwarded to the Floodplain Administer.  There was 1 structure fire and 1 motor vehicle crash last week. New road signs are going up when the weather allows. There are some addressing issues on Blue Road. Mr. Russell is working on 2 Homeland Security Grants for a new repeater and for a command support vehicle that are due February 1, 2022.  There will be a workshop via zoom for help with grants and what is needed. There are 3 active COVID cases in Musselshell County.

No Public comment on Resolution 2021-37 to change the amount of the EMPG grant for a DES truck in the amount of $47,322.50 instead of $56,000.00.

Andy Koval 14 District Judicial Probation Officer met with the Commissioners to give an update on what he has been doing.  The work done is for non-profits.  They pull weeds pick up garbage and helped set up R.I.D.E.  Mr. Koval is looking at a personal finance program that is geared towards teens.

No Public Comment:

Commissioner Pancratz made the motion to sign Resolution 2021-43 for a Budget Amendment to transfer Cash from the Fire Protection Fund to individual departments in the amount of $64,492.00.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2021-37 to change the amount of the EMPG grant for a DES truck in the amount of $47,322.50 instead of $56,000.00.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to accepting the quote from ARCASEARCH in the amount of $167,000.00 for preservation of the records in the Clerk & Recorders Office.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Future Fisheries Agreement from 2018 submitted by Fish Wildlife and Parks.  Commissioner Pancratz seconded the motion.  Motion carried.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.
