The meeting was opened at 8:30 by Commissioner Borner. Commissioner Berry was present. Commissioner Carlson was absent.

Pledge of Allegiance.

Commissioner Berry made the motion to approve the December 30, 2019 agenda. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Berry said aye. Motion carried.

Commissioner Berry made the motion to approve the minutes from the December 23, 2019 meeting but wanted it amended to say that he did not seconded approving the minutes from the December 16, 2019 meeting. Commissioner Borner seconded the motion to approve as amended. All in favor? Commissioner Borner and Commissioner Berry said aye. Motion carried.

Steve Moses join the meeting to observe.

There were no board meetings.

Commissioner Borner did a drive by of the Extension Office and there is progress being done.

Commissioner Borner had an update from Robert Denning regarding the Audit.:

They have received the 2015 draft report on the 2015 audit and Musselshell County currently working on corrective action plans of each of the findings. The Auditors are focusing on completing the financials for the fiscal years ended June 30th 2016 and 2017. After they receive the audit adjustments for fiscal year 2015, they will have a more accurate starting point for their work on the remaining beginning balances. They have been requesting a slew of information from the Treasurer Hetrick and Clerk & Recorder Tomassi. A special Thank you to them for getting the information gathered so quickly and sent off so they can continue the progress they have been making on completing cleaning up the County’s financials.

Commissioner Berry looked at the property lease agreements sent from MACo. He thinks there should be a deposit added to the agreement. Commissioner Borner also thinks there should be size specific area. They will continue to work on it. The Commissioners will also gather a list of non-profit organizations that will be exempt from having to pay to use County facilities.

Commissioner Borner is going to call Mid-Rivers to see if they can supply a quote on a new phone system.

Nothing has changed with the grants. Commissioner Borner will contact Snowy Mountain Development Corporation regarding the EDA Supplemental Funding for 2018/2019 Disasters this week. Commissioner Borner asked Commissioner Berry if Barry Usher had asked him about a narrative for FEMA funding? Commissioner Berry said he hadn’t and thinks they should find a specific example to give him.

Maintenance Supervisor Jett did not meet with the Commissioners.

The Road Department did not meet with the Commissioners.

Sheriff Lesnik had nothing new to report.

Tammy Bowling, Chad Beckman and Cindy Caywood from the Department of Revenue met with the Commissioners to suggest working together more during budget and levy times to make sure they all have the same numbers.

DES Coordinators Fisher and Harper gave their weekly report to the Commissioners. They need the Commissioners to sign a budget amendment funding letter for FEMA. The abatement for the hazmat building in the buyout properties has been done except for the Glancy property.

Mayor Jones met with the Commissioners to see if it was possible to get legal descriptions for some properties purchased by a certain company. Deputy Clerk & Recorder Hagstrom supplied the documents.

Treasurer Hetrick met with the Commissioners to discuss the CDBG Grant to Pine Ridge Golf Course.

Commissioner Carlson joined the meeting after lunch.

Clerk & Recorder Tomassi met with the Commissioners to discuss payroll and some were being paid out of wrong funds and budgets and employee vacation accumulations.

Commissioner Berry made the motion to review and sign Certificate of Survey 2019-11RB in Section 28, Township 9 North, Range 31 East being parcels A & B of COS 2017-7, submitted by Scott Elarton Revocable Trust and John and Julie Robbins. Commissioner Carlson seconded the motion. All in favor? Commissioner Berry and Commissioner Carlson said aye. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
