December 6, 2024 Minutes

The meeting was called to order at 8:30 by Commissioner Turley.  Commissioner Pancratz and Commissioner Goffena were present.

County Attorney Krakowka was also present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda after adding to signing the Interlocal Agreement with the Library. Commissioner Pancratz seconded the motion as amended.  Motion carried.

Commissioner Pancratz made the motion to approve the November 22, 2024 meeting minutes as written. Commissioner Goffena seconded the motion.  Motion carried.

Public comment:

There was a DW in attendance via TEAMS and a B that would not identify himself (later he identified himself as Ed Grime) and asked what the Commissioners were going to do regarding the irregularities in the Refuse Board collection of fees? Commissioner Pancratz told him that the Refuse Board and the Department of Revenue were working on the reconciliation of the issue and it hads nothing to do with the Commission Board.

Reinvestment Plan by Identifying and Approving HAB Development Corporation as Musselshell

County’s Community Reinvestment Organization.

There was no public comment on updating the Policy and Procedure for collection of the

aviation fuel sales.

Commissioner Pancratz made the motion to table signing Resolution 2024-33 for several Budget amendments. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2024-34 to receive the Montana Department of Commerce Montana Emergency Tourism Assistance Program Grant (METAP) for the Roundup Volunteer Fire Department in the amount of $57,798.00. Submitted by DES.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2024-35 to receive the Emergency Management Performance Grant (EMPG) in the amount of $35,185. With a match of the same amount. Submitted by DES. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2024-36 to update the Policy and Procedure for collection of the aviation fuel sales. Submitted by CFO Kirk. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the AIA Alternative Delivery Contract from High Plains Architects for Wier Building project for design of the structural repair work and new roof, submitted by Theresa Doumitt. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2024-37 to Affirmatively Participate in the Montana Community Reinvestment Plan by Identifying and Approving a Community Reinvestment Organization working with NeighborWorks and Hannah Tester.

Commissioner Pancratz made the motion to sign the Interlocal Agreement with the Roundup Community Library for FY 24/25. Commissioner Goffena seconded the motion.  Motion carried.

 

Commissioner Turley wanted it to be noted that he signed the Montana Department of Commerce Treasure State Endowment Program Contract AMENDMENT #MT-TSEP-CG-21-164B via DocuSign.

Commissioner Turley attended the Roundup Memorial Hospital (RMH) Board meeting Thursday December 5, 2024. Practice Administrator Amy Johnson made a request of $60,000 for RMH trauma equipment improvements. These funds will be supplied by the Hospital District administered by Standford Pisle. Medical Staff Nurse Valerie Russell also requested approximately $7,500 for ATV / bicycle / equine riding helmets for Children. Valerie made note that children helmets provided by RMH have been a popular request to prevent head trauma.  RMH Administrator Tracy Anderson confirmed that both Amy Johnson and Val Russell’s requests were valid and important. The Billings Clinic provided financial budget information that verified that the financial condition of RMH remains very solid.  Roundup Memorial continues to be in a very positive situation.

Commissioner Pancratz attended the Fair Board Meeting on Tuesday November 26, 2024. The board is going to find direction with the rates of pay and job description for the new “Parks Person”. They will also need to come up with the rates for rentals of the fairground buildings and campgrounds. They will be meeting once a month.

Theresa Doumitt met with the Commissioner to go over any Wier Building updates. The Commissioners will be meeting with High Plains Architect next week to go over the design of the building.

Sheriff Lesnik gave his weekly report to the Commissioners. There were 2 new dispatchers hired.  They will be ordering new tazers and the funds will be taken out of the Capital Improvement. The SRO is doing well at the schools.  There has been a significant decrease in incidents.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. Annual financial reports were submitted. There are more photos needed for the Swift Current application.

Treasurer Hetrick submitted the November Reconciliation report.

Charles Gettelman and Ken Naylor met with the Commissioner regarding the Covenants of the Roundup Mesa HOA.  County Attorney Krakowka told the gentleman that the County does not enforce any covenants of an HOA nor does he.

Public comment:

Jack Foster, the president of the Delphia Pines HOA met with the Commissioners regarding amending covenants.  Mr. Foster was advised that it is up to the HOA to do it.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion.  Motion carried.

Monday December 9, 2024 Road Department meeting.

Commissioner Turley and Secretary Newman were present. Minutes were taken by Ms. Newman. Delphia Bridge has been repaired and is open. Graveling on Hawk Creek Road started again on December 2, 2024 and will continue until the weather shuts them down. Commissioner Turley will be contacting DNRC in Billings regarding a culvert they want installed. One new employee started on December 9, 2024 and one has started physical therapy after surgery. A resident called about Melstone-Custer Road needing attention and the cattleguard needing cleaning when the crew has time.
