February 7, 2025, Minutes

The meeting was called to order at 8:30 by Commissioner Pancratz.  Commissioner Goffena and Commissioner Turley were present.

Pledge of Allegiance.

County Attorney Krakowka and Norma Trent were present.

Commissioner Pancratz made the motion to approve the day’s agenda after adding signing the encroachment Permit for a communication line submitted by Triangle Communications that was approved and signed by Road and Bridge Supervisor Stockert.  Commissioner Turley seconded the motion as amended.  Motion carried.

Commissioner Turley made the motion to approve the agenda for the January 31, 2025, meeting after a few changes in which Commissioner attended what meeting.  Commissioner Goffena seconded the motion as amended.  Motion carried.

Commissioner Goffena and Commissioner Turley went to Signal Peak Mine on Monday February 3, 2025, to let them know they are 100% behind the mine.

Commissioner Pancratz attended a Teams Mitigation Planning Workshop Tuesday February 4, 2025 for DES that was a good work session. They worked on what are Musselshell Counties top risks, detailed plan and how to get funding.

Commissioner Goffena and Commissioner Turley met with Jenna McKenney from the State Auditor’s Office on Tuesday February 4, 2025.

Commissioner Turley had a Hospital Board meeting on Thursday, February 6, 2025.

Commissioner Turley attended the Roundup Memorial Hospital (RMH) Association Board of Director’s meeting on February 6, 2025. RMH Administrator Tracy Johnson and Vice Chairman Ken Mosdal requested Regional Finance Manager Anne Marie Kloppel to provide her monthly RMH financial report. Ms. Kloppel provided a detailed and positive RMH financial position. Assistant Medical Director Valerie Russell pointed out that Influenza and small Covid outbreaks have been of local concern.  RMH and Billings Clinic discussed once again a joint “Strategic Planning Retreat” with RMH staff members and RMH Board of Directors. Topic of this planning retreat is hospital assessment, improvements, and adjustments. Roundup Memorial continues to be in a very positive financial situation with positive planning.

Commissioner Pancratz testified for HB334 on Wednesday February 5, 2025 on State Funding for Disaster and Emergency Services. (DES)

Commissioner Pancratz met with Clerk and Recorder Tomassi and Treasurer Hetrick on replacing the County Accounting Specialist (CAS) and a job description and duties. They will be advertising for 3 weeks for the position.

“Commissioner Turley met with Northwestern Energy February 6 at the Delphia-Melstone Irrigation Canal Diversion Dam located at the Musselshell Handel Park. Delphia – Melstone Canal will be installing electric remote-control headgates on the irrigation canal system which will require electricity / web-based control of the headgates. This will be a huge improvement to water management on this canal system. Explained the process to obtain Musselshell County permission for this irrigation project, and we will also consider installing electrical power to the Handle Park storage shed that Musselshell County purchased for the Park and Musselshell Cemetery. Called Delphia-Melstone Canal Chairman Greg Seder and explained that we will need a written request with plot map for this electrical easement, and that I highly support the project”

Kathy Thompson from Stahly Engineering was present via Teams.

Commissioner Turley made the motion to discuss and vote on the Bid for a Consulting Firm for the CDBG Grant for the Capital Improvement Plan and Growth Policy. Discussion. Commissioner Pancratz went over both bids and was impressed with the work and information put into them. WWC Engineering and Stahly Engineering submitted the bids. Commissioner Pancratz is leaning towards WWC because they have done our previous plans and they helped with getting us the grant. Commissioner Turley made the motion to award WWC Engineering the bid.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the MOU with the City of Roundup to help with the annual costs of the swimming pool operations in the amount of $20,000.00 annually for a period of 2 years. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the MACo Acknowledgement form for the 2025-2026 PCT Renewal Scheduled Property. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2025-8 Opposing Legislation Limiting or Prohibiting Montana Association of Counties Lobbying on behalf of its members. Commissioner Turley seconded the motion.  Motion carried

Commissioner Goffena made the motion to sign the Encroachment Permit submitted by Triangle Communication for communication lines on Prairie Road. Commissioner Turley seconded the motion.  Motion carried.

County Agent Cooley gave a weekly report to the Commissioners. There was a 4H pesticide training session in Lewistown he attended. There is a Pesticide Seminar in Billings, February 12, 2025.

Sheriff Lesnik gave his weekly report to the Commissioners. They are short on crew this week. The Interlocal Agreement with the City of Roundup is coming up and will need serious review.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. They are working on grants.  They are getting an updated quote for the West repeater. The paperwork for the Swift Current Grant has been given to the title company.  The State DES office appreciated Commissioner Pancratz’s testimony on HB334.

County Attorney Krakowka let the Commissioners know that Riverside Fishing Access is moving forward.

Community Health Worker Berg gave her weekly report to the Commissioners. They are discussing a vehicle she can use. She will be meeting with the school on Monday February 10, 2025.

Due to the bad weather, Commissioner Goffena made the motion to adjourn.  Commissioner Turley seconded the motion.  Motion carried.

Monday February 10, 2025, Road Department meeting Minutes taken by Road Secretary Newman.

Road and Bridge Supervisor Stockert, Secretary Newman and all Commissioners were present.

  1. The plow truck was inspected, and the frame has a sway. We received the estimate and told them to perform the work. A claim with the insurance company has been started.
  2. The Road Department has purchased a water truck. It will be an excellent asset for road construction.
  3. We received the contract for the shop at the East pit from C&C Excavation. The Commissioners will review it on Friday the 14th.
  4. One of the graders broke down. The transmission is out. We have taken it to RDO to rebuild it. The estimate is approximately $45,000. The time frame is 2 to 3 weeks, provided they can get parts.
  5. Guys are working on all the trucks and equipment—greasing, annuals, oil changes, and complete maintenance.
