The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the January 6, 2023 meeting as written. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Turley and Commissioner Goffena attended the Musselshell Watershed meeting Tuesday January 10, 2023.They discussed adding fisheries and the water shortage in the river and if there is going to be enough water for both irrigation and fisheries. The snow pack as of now is 113%. They received approximately $180,000.00 in ARPA funds to help repair the Delphia Melstone Canal.

Commissioner Goffena attended the interviews at the Sheriff’s Office on Wednesday January 11, 2023. There were 5 applicants.

Commissioner Turley attended a meeting with the Bull Mountain Land Alliance to try to get some facts before the Commissioners write a letter to DEQ regarding Signal Peaks permit renewal.

All Commissioners attended the Roundup Community Partners (RCP) meeting Thursday January 12, 2023. They discussed various projects but the need for housing and child care is very important.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. They are going to install flood light at the Commons and put a new one up at the County Complex. (Justice Court)

DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. Kim Erickson with the Roundup Baseball Association was also present.  There was 1 structure fire at Camp 3. They had mutual aid training for the up coming fire season. The Old Milwaukee Railroad Bridge grant was submitted. They are working on getting the County Road map updated. There were 2 new addresses this week.  Ms. Erickson asked the Commissioners if it was ok to use Mills Field for the baseball season. The Commissioners all agreed. Sponsor banners on the fences were also agreed to. They will have a clean-up day in the spring and they are going to need more scoria.

CFO Kirk met with the Commissioner regarding budgets and claims.

Sheriff Lesnik gave his weekly report to the Commissioners. There were 2 strong candidates during interviews. They are in the process of background checks now. If all goes well, they will be offered conditional offers of employment around the first of February. The Highway Patrol has redistricted and we are now part of Yellowstone.

There was no public comment.

Commissioner Pancratz made the motion to sign the Encroachment Permit for Sections 4, 5, 9, 10, 11 & 14, T-11 N, R 22 E. Snowy Mountain Road, submitted by Mid-Rivers Telephone Cooperative, Inc. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Encroachment Permit for Sections 28, 29 & 33, T-11 N, R 23 E. Pronghorn Ranch Rd., submitted by Mid-Rivers Telephone Cooperative, Inc.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Encroachment Permit for Sections 29 & 30, T-11 N, R 24 E and Section 25 in T11 N, R 23 E, Kombol Road, submitted by Mid-Rivers Telephone Cooperative, Inc. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Encroachment Permit for Sections 9 & 10, T-11 N, R 24 E. Clark Road, submitted by Mid-Rivers Telephone Cooperative, Inc. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Encroachment Permit for Sections 5, 9, 16, 21, 28, 29 and 30, T-11 N, R 24 E and Section 5 in T10 N, R 24 E, Graves Road, submitted by Mid-Rivers Telephone Cooperative, Inc. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Encroachment Permit for Section 28, T-11 N, R 24 E. Gray Graves Road., submitted by Mid-Rivers Telephone Cooperative, Inc. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Commitment letter for the Old Milwaukee Bridge Removal Project submitted by DES. Commissioner Goffena seconded the motion.  Motion carried.

Monty Sealey with the Montana Regional Water Authority met with the Commissioners to discuss the February 22, 2023 meeting regarding the Roundup Mesa Water District. The Commissioners will not be able to make the meeting due to attending the MACo Mid-Winter Conference in Helena.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion.  Motion carried.
