The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.
Pledge of Allegiance.
There was no Road Department meeting on Monday January 24, 2022 but Secretary Hagstrom had a Road Report from Supervisor Stockert that was read:
They have been cutting trees on Fishel Creek Road and Goffena Road. Blading was done on Queen’s Point and they sanded on January 25, 2022.
Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to approve the January 21, 2022 minutes as is. Commissioner Pancratz seconded the motion. Motion carried.
All Commissioner attended the Chamber of Commerce meeting on Monday January 24, 2022.
Commissioner Turley attended a zoom meeting with MACo regarding ARPA Infrastructure. One of the topics was any money spent with the Water Authority must be potable.
County Agent Solf gave her weekly report to the Commissioners. Ms. Solf’s annual performance review went well. Next week Ms. Solf will be in Lewistown. The cameras at the fairgrounds have been fixed. The new sheep and goat pens are in and look great. The tractor is back from Musselshell Valley. The Jr/High school rodeo will be April 23 & 24.
Sheriff Lesnik gave his weekly report to the Commissioners. There were some animals that were seized last week and are now in County custody. The Connex box was delivered and they will start working on the interior. The new car that was purchased last year will be delivered soon. Insurance premiums were discussed. Mr. Lesnik told the Commissioners about a Verizon Law Enforcement Public Safety Plan he is considering. It will put the Department at a higher priority is there was a catastrophe. The Interlocal Agreement with the City was discussed.
DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. Burning was closed Friday and Saturday due to high winds. Three addresses were issued this week. There are 46 active COVID cases reported this week. Mr. Russell and Mr. Rook will be going to the Emergency Management Institute the last week in April. Mr. Russell will be giving a presentation at the MACo Conference at the end of February.
Sheriff Lesnik and County Attorney Peterson met with the Commissioners.
CFO Kirk and Treasurer Hetrick met with the Commissioners to go over budgets.
Public Comment:
Deb Adolph was present via GotoMeeting and asked about the ARPA funds and where they are going? The Commissioners told her they signed a resolution last week that some of the funds were going to the Montana Regional Water Authority, Radios for the Sheriff’s Department, DES and EMS, Musselshell’s water project and Melstone’s water project.
Commissioner Pancratz made the motion to remove signing the Final Close Out Report for AIP 3-30-0066-15-2020 submitted by Interstate Engineering form the agenda. Interstate Engineering did meet with the Commissioners after the 3:00 business and the report was signed by Commissioner Goffena. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Encroachment Permit for a Communication Line across multiple sections in Townships 8 North, Range 28 East, T- 7-N – R-28-E, T-7-N – R-27-E and T-6-N – R-27-E on Fattig Creek Road submitted by Mid-Rivers Telephone Cooperative. Commissioner Pancratz seconded the motion. Motion carried. Road and Bridge Supervisor Stockert had previously agreed to sign.
Commissioner Pancratz made the motion to sign the Lease Agreement for the Musselshell County Commons. Commissioner Turley seconded the motion. Motion carried.
Clerk & Recorder Tomassi met with the Commissioners to let them know a resident is interested in buying County owned property that is in the floodplain. Ms. Tomassi will look at the code for the procedure for buying property that has already gone to auction and will let them know next week.
There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.
