January 3, 2025 Minutes

The meeting was called to order at 8:30 by Clerk & Recorder Tomassi. Commissioner Turley, Commissioner Pancratz and Commissioner Goffena were present. Ms. Tomassi said the meeting was open for nominations. Commissioner Turley nominated Commissioner Pancratz as Chairman of the Commission.  Commissioner Goffena seconded the motion.  Commissioner Pancratz nominated Commissioner Goffena as Vice Chairman of the Commission. Commissioner Turley seconded the motion.  Motion carried.

Pledge of Allegiance.

County Attorney Krakowka joined the meeting.

Commissioner Turley made the motion to approve the agenda for the day as is. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve the December 27, 2024 Minutes as written. Commissioner Turley seconded the motion. Motion carried.

Commissioner Goffena attended the Fire Council meeting Thursday January 2, 2025.

Commissioner Turley attended the Hospital Board meeting on Thursday January 2, 2025. Minutes done by Commissioner Turley.

RMH Administrator Tracy Johnson and Chairman John Pfister requested the Wipfli Accounting Auditor Nate McCarthy to report on the RMH financial audit. Mr. McCarthy stated that Wipfli has noted that RMH has a strong Financial Statement, due to cash position improvement, improved asset quality; and a clean ending audit report overall. Amanda Hannah of Billings Clinic suggested that RMH and Billings Clinic jointly engage in a “Strategic Planning Retreat” with RMH staff members and RMH Board of Directors. The topic of this planning retreat is hospital assessment, improvements, and adjustments. Roundup Memorial continues to be in a very positive financial situation with positive planning.

Theresa Doumitt was present in case the Commissioners had any questions regarding Item #9 on the agenda and also to tell the commissioners Happy New Year!

Commissioner Goffena made the motion to sign the Commercial Lease Agreement for office space for Community Health Worker (CHW) Berg with Bushwill LLC. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the invoice for Payment #3 to Cop Construction for work at the Fairgrounds Water Project. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2025-1 setting the mileage rate for FY 24/25 to .70. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2025-2 setting the Legal Holidays for FY 24/25. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2025-3 setting Meeting Dates of the Musselshell County Commission and to describe Procedures for Public Participation. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to Table signing Resolution 2025-4 setting the Travel and Meal Reimbursement Rates for FY 24/25 after some research. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2025-5 setting the 2025 Elected Official Salary Compensation Board.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2025-6 setting the Fire Season for Musselshell County for FY 24/25. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the SMDC Brownsfield Loan and Subgrant Application for the Hazardous material cleanup in the Wier Building. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Amended Resolution 2024-33A for several Budget Amendments that were signed on December 13, 2024. Commissioner Goffena seconded the motion.  Motion carried.

Theresa Doumitt met with the Commissioners to go over the Wier building subgrant for cleanup.

*On December 31, 2024 Judge Spaulding called a Special Meeting to swear in Commissioner Turley, Clerk of Court Halverson and County Attorney Krakowka. *

Sheriff Lesnik gave his weekly report to the Commissioners. They are going to have to advertise for a communications officer again.  There are 5 inmates.

The Commissioners attended the swearing-in of 14th District Judge Larsen.

Norma Trent with the Roundup Record joined the meeting to observe.

There was no public comment at 3:00.

There being no further business Commissioner Turley made the motion to adjourn. Commissioner Goffena seconded the motion.  Motion carried.
