The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present. County Attorney Krakowka and Norma Trent were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve the January 24, 2025 meetings minutes after changing Pamela Liggett brought in documents from HRDC to the Mental Health Board.   Commissioner Turley seconded the motion as amended.  Motion carried.

PUBLIC COMMENT ON MAKING JENNINGS ROAD A COUNTY ROAD

There was no public comment.

Commissioner Turley made the motion to sign Resolution 2025-7 Declaring Jennings Road in Sections 27 & 28, Township 9 North, Range 31 East a County Road. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Lease between Mid-Rivers Telephone Cooperative, Inc and Musselshell County for the S2NW4, NE4SW4 in Section 20, Township 11 North, Range 25 East for North Repeater Site. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Easement from MDT to Musselshell County for Parcels C, D, E, F, G, H, I, J, K in the SE4SE4, NE4SE4 of Section22, Township 8 North, Range 25 East. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Standard Audit Contract Amendment submitted by Denning, Downey & Associates, P.C. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Audit Engagement Services Contract submitted by Denning, Downey & Associates, P.C. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to table signing the Work Order from Tetra Tech in Billings to assess the safety of clearing out the debris in the Wier Building because we didn’t get it. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to vote on the Bid for a Consulting Firm for the CDBG Grant for the Capital Improvement Plan and Growth Policy.  Commissioner Goffena seconded the motion.  Discussion. Commissioner Pancratz asked that we table the vote until they can gather criteria for scoring. Commissioner Turley made the motion to modify his motion to table.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to appoint Gary Eliasson, Wyatt Tatman, Rodney Roberts and Tracy Anderson to the Fair Board. Commissioner Turley abstained. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Purchase agreement for the Busy Bee through the Swift Current Grant. Commissioner Goffena seconded the motion.  Motion carried.

Business:

Commissioner Goffena had a Safety Board meeting on Tuesday January 28, 2025. There are a few employees on light work duty and one claim was made recently. Fire ladders were asked about and will be looked into. Coal dust in the boiler room was questioned. Can it be swept up safely.  Safety manuals need to be distributed to all Department Heads.

Commissioner Pancratz attended a Fair Board meeting on Tuesday January 28, 2025 but there was no quorum. They gave the Commissioners 4 names of people they would like to be appointed. (The Commissioners will appoint them at the 8:45 Business of the day.)  They need to figure out how to purchase coral panels for the arenas.

All Commissioners were on the radio on Wednesday January 29, 2025.

Commissioner Pancratz did a testimony for HB2. DES funding and risk plan, for state money to match Federal dollars for mitigation.

Commissioner Turley attended the Melstone City Council meeting on Monday January 27, 2025. They received an update on the water process.  Commissioner Turley had met with DNRC regarding them (DNRC) taking over the water wells from the City to fight fires. They are going to pursue the issue further.

Commissioner Pancratz, Commissioner Goffena and County Attorney Krakowka attended a Zoom meeting with Catalyst for Change and Community Health Worker Berg regarding the CHW duties. They will not be having the bi-weekly meetings.

Commissioner Turley attended the Refuse Board meeting on Tuesday January 28, 2025.

Commissioner Turley met with DES regarding a complaint.

All Commissioners went over the Capital Improvement transfers and budget procedures.

County Attorney Krakowka met with the Commissioners with an update.

DES Director Russell, Coordinator Rook and District Field Officer Gates met with the Commissioners. The EMPG Award Monitoring Form was given to the Commissioners. Mr. Gates thanked Commissioner Pancratz for his testimony on the HB334 call and support.  Mitigation education is very important. There was a discussion on FEMA and how they work.  FEMA is for there after an event not during. There was a forensic audit done on DES. There needs to be a Planning Board meeting soon. Mr. Russell has been working on the Homeland Security grant for the West repeater.

Gary Barta with Barta Appraisals met with the Commissioners to discuss the lots North of the Wier building.

Theresa Doumitt met with the Commissioners. Roger Herman from Tetra Tech was present via phone. The cleanup of the Wier building was discussed. They are going to set up meetings and site visits.

PUBLIC COMMENT FOR JENNINGS ROAD BECOMING A COUNTY ROAD.

Ron Treible Sr. & Jr., Lisa Melhouse, Karen & Larry Lekse and Jennifer and Jonjo Evans were present.

Mr. & Mrs. Lekse and Mr. & Mrs. Evans live on Westen Road and do not object to Jennings Road becoming a County Road but would like something done to Western Road. Some gravel and cleaning the cattle guards is the priority. They are concerned that emergency services would have a hard time getting anywhere if needed. The Commissioners will discuss Western Road with Road and Bridge Supervisor Stockert at the next Road Department meeting.
