July 15, 2022
The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to approve the minutes from the July 1, & July 8, 2022 meetings as is. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Goffena attended a Central Montana Health Board meeting. Fergus County is going to buy the vehicle that was part of the Board when they were included. The new By-Laws were signed.
Commissioner Pancratz spoke with Sara Hudson from Snowy Mountain Development regarding forming an Economic Regional Development Port Authority and will be adding Musselshell County. Stahly Engineering is working on a CDBG application for Capital Improvement Planning for the Fairgrounds Master Plan. They will be having 2 public meetings to get the communities input.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. There are only a few things left on the “to do list” for the Safety Committee. Ms. Jett is still trying to get bids for the Extension Office ceiling.
Craig Erickson from GreatWest Engineering called in to talk to the Commissioner about the Water Authority Phase 4 Water Project and to get the Commissioners permission to go ahead with the application. The Commissioners agreed to move forward. On June 13, 2022 the Roundup Mesa Preliminary Engineering Report Application was filed. We should be getting the award letter for the PER in August.
County Agent Solf gave her weekly report to the Commissioners. Ms. Solf has been doing a lot of nitrate testing on hay this week. The 4H Fair set up is finishing today. The Fair runs from July 16 till the 23, 2022.
Sheriff Lesnik met with the Commissioner s regarding an HR issue. Policy guidelines were discussed. The Policy Handbook for County Employees needs updated.
DES did not meet with the Commissioners this week.

Glenn French met with the Commissioners, Payroll Clerk Schultz and Clerk & Recorder Tomassi regarding supplemental coverage for employees. Mr. French will return to visit with the Commissioners July 29, 2022 @ 2:00.
Public Comment:
Theresa Doumitt, Charles Gettleman, Janice Beck, Ed Grimes and Mark Snyder were present.
Ms. Doumitt met with the Commissioners to update them on the Welcome Center kiosk. They are still waiting on the structural and civil engineer. The central school is having a funding shift and they are getting ready to deed over the playground to the City.
Mr. Gettleman, Ms. Beck, Mr. Grime and Mr. Snyder met with the Commissioners with a concern about a letter that is being distributed to the residents of Roundup Mesa regarding their Covenants. The Commissioners want it known that they have no knowledge of any changes in ordinances for the FFA or the Roundup Mesa Covenants.

Commissioner Turley made the motion to Coal Board Report to request 1st draw for RMH’s Generator Phase 2 project. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign the Montana Wool Grower Association Predator Control Fund Cooperative Service/ Agreement Memorandum of Understanding in the amount of $1,258.80. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign Certificate of Survey 2022-13RB Amending Tracts 466 & 469 of COS 1975-2 in the NE4 and the SE4 of Section 20. T-6-N, R-24-E submitted by Sanderson Stewart for George Moyers and Connie Richtmyre. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign Resolution 2022-20 raising the reimbursement rates for mileage as of July 1, 2022 to .62.5 cents a mile for business use for County Employees. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the letter to the Montana Infrastructure Advisory Commissioner for ARPA and SLFRF funds to the Musselshell County- Musselshell Judith Rural Water Project, Phase 4. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign the ARPA Water & Sewer Infrastructure Grant Certification Form. Commissioner Turley seconded the motion. Motion carried.

July 11, 2022 Road Department Meeting
Commissioner Goffena, Commissioner Turley, Commissioner Pancratz and Road and Bridge Supervisor Stockert were present. Secretary Kenner was on vacation.
Mr. Stockert asked the Commissioner what percentage of the PILT money the Road Department receives? The Commissioners told him he will have to talk to Treasurer Hetrick. (All PILT funds go into the General Account) Mr. Stockert discussed County starting wages. Nobody wants to work for such low wages and he is having a hard time filling the mechanic position when they can go to Billings for much more. The Commissioners told Mr. Stockert they are having the Elected Official Salary Compensation Board meeting on Friday the 15, 2022 at 5:00 and they will have an idea of what they can do.
Commissioner Goffena signed Journal Voucher 964 for the 2nd Semester Distribution from County Transportation fun to Melstone Elementary & Melstone High School. Per order of the County Superintendent of Schools.
Commissioner Goffena signed Journal Voucher 965 Distributing Elementary Retirement money to Melstone School. Per order of the County Superintendent of Schools.
Commissioner Goffena signed Journal Voucher 966 Distributing High School Retirement money to Melstone School. Per order of the County Superintendent of Schools.
Commissioner Goffena signed Journal Voucher 967 for a claim for Musselshell Cemetery was coded to the wrong fund #. Moving to expenditures to correct the cemetery fund.
Commissioner Goffena signed Journal Voucher 968 transferring funds from 2372 to 2894 to reduce the negative cash balance in fund 2371.
Commissioner Goffena signed Journal Voucher 969 for- Enterprise funds should not have deferred revenues, so we are moving the deferred revenues to the appropriate tax revenue accounts.

Commissioner Goffena signed Journal Voucher 971- Per Justin Russell, we need to move money from the General Fire Fund #2340 to the individual Fire Funds at the beginning of each fiscal year to cover their expenditures.
