The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day after adding signing the Federal Highway Administration acceptance of project funding. Commissioner Pancratz seconded the motion as amended.  Motion carried.

Commissioner Pancratz made the motion to approve the July 15 meeting minutes and the Department Head Meeting minutes as written. Commissioner Turley seconded the motion.  Motion carried.

There were no board meetings for the Commissioners this week.

Maintenance Supervisor Jett gave her weekly report to the Commissioners.  The safety “to do” list is complete. Ms. Jett is going to contact the Teddy Blue people to find out about the 1989 Cattle Drive monument that will be reinstalled to allow lawn watering.

County Agent Solf has the 4H Fair this week.

Sheriff Lesnik gave his weekly report to the Commissioners. They are currently hiring for dispatch.  Dispatch hourly wage suggestion was given to the Commissioners. Friday July 29, 2022, Kathy Thompson with Stahly Engineering is going to be here to go over the fairground ideas. The Commissioners would like Sheriff Lesnik to try to be available to tour the area with them. DES Director Russell and Coordinator Rook joined the meeting and were asked what upgrades they think the Fairgrounds could use for incident.   Upgraded Wi-Fi and a fill station for fires were at the top of the list.   Mr. Rook will also be going to the meeting with Stahly.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. They had 1 person referred to the Floodplain Administrator.  There were 2 fires. Lightning caused 1 and a chain dragging on the highway caused the other. Fire Staff Stations are starting Monday July 25, 2022 and Musselshell County will most likely be going to Stage 1 Fire Restrictions Friday July 29, 2022. There were 5 new address this week.  Mr. Russell will be going on FMLA starting Monday July 25, 2022 for approximately 2 to 3 weeks.  There are 2 active COVID cases in Musselshell County.  Mr. Russell gave CFO Kirk documents for emergency funds to go back into each Fire Department.

Emily Schneller from Representative Rosendale’s Office met with the Commissioners to introduce herself and see if there was anything the Commissioners wanted Mr. Rosendale to be aware of or work on?  Commissioner Turley mentioned the Government regulations for gravel are extremely cumbersome. Very little accountability in many oversite agency worsens the problem.   They would also like to hear back from FEMA regarding a second buyout program. They ask that Mr. Rosendale fight for our fossil fuels. The Republican party needs to unify.

Monty Sealey met with the Commissioners to give an update on the Water Project.

Commissioner Pancratz made the motion to table Item # 1 to review and sign the Funds Transfer Agreement for the Old Divide and South Fattig Creek Road Western Federal Lands Highway Division Agreement #69056719K500028.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Certificate of Survey 2022-14RB in Sections 8 & 17 of T-9-N, R-25- E submitted by Willow Creek. Commissioner Pancratz seconded the motion.  Motion carried.

There being no further business Commissioner Turley made the motion to adjourn. Commissioner Pancratz seconded the motion.  Motion carried.

July 25, 2022 Road Department meeting.

Commissioner Goffena, Commissioner Turley and Road Secretary Kenner were present.  East Parrots Creek Road’s 4.2 miles has been rebuilt and graveled.  Smith’s gravel site has been reclaimed. All of the Northern Districts flash flood damage has been repaired.  They are continuing hot mix repairs. Stahly Engineering invoices were discussed.  They need to put specific projects on the invoices. Pot hole repair all week. Six interviews for the secretary job Monday August 1, 2022, starting at 8:30.
