The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was present. Commissioner Pancratz was absent.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda as is. Commissioner Goffena seconded the motion.
Commissioner Turley made the motion to approve the minutes from the June 4, 2021 meeting as is. Commissioner Goffena seconded the motion. Commissioner Pancratz approved the minutes prior to today’s meeting. Motion carried.
Commissioner Goffena attended the Central Montana Health District meeting in Lewistown. Fergus County no longer wants to be part of the district and would like Musselshell County to be the Host County. Commissioner Goffena is looking into what all would be required and if Musselshell County is able to be host.
Commissioner Goffena and Commissioner Turley attended the LAC (Local Advisory Council)/Mental Health Advisory Board meeting. There are 70 new students enrolled in the school. Roundup participation is in good standing.
Commissioner Goffena and Commissioner Turley had a phone conference with the Water Board.
Commissioner Goffena and Commissioner Turley attended the Lower Musselshell Conservation District meeting. They are gathering information on how the river behaves and help with flood mitigation and help with water storage.
Ron Macadon met with the Commissioners regarding the pavers needing fixed at the airport.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. A window at the Commons needs fixed. The door at the Complex will be fixed this weekend. Empire will be here next week to fix the drain on the air unit that was broken by kids.
Larry Lekse met with the Commissioners. The concrete blocks the County put up on his leased property are good. Mr. Lekse wants gravel on Western Road so the Lekse family are able to get in and out. Commissioner Turley told Mr. Lekse the work done on a road is prioritized by how many people and school children live on the road unless there is an emergency.
Sheriff Lesnik met with the Commissioners regarding a resident issue. The budget and Zerker Software purchase were discussed.
DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. Mr. Harper talked to a FEMA rep regarding the Carson and PDM-16 grant paperwork and was told it is on hold until the fiscal year accrual process has been completed. Farrell Bridge Project is now fully permitted. Fire Warden Russell assigned 2 new addresses last week. Burning is closed.
County Agent Solf gave her weekly report to the Commissioners. The Fair Board meeting agenda for June 15, 2021 was submitted to the Commissioners also the contract for the vaulted latrine at the fairgrounds. Installation should be mid-July. Ms. Solf is going to get an estimate for a concrete are for manure from S & K.
Treasurer Hetrick gave her weekly report to the Commissioners. Ms. Hetrick is working on cancelling the outstanding warrants and there will be a resolution for them on June 18, 2021.
Monty Sealey met with the Commissioners to discuss using the COVID-19 funds for the Water Project Phase. The Commissioners told Mr. Sealy that they need to find out where exactly the money can be used.
Joe Stahl, Bruce Hoiland and Nicole Borner were present.
Ms. Borner wanted to tell the Commissioners how important it is that Fergus County does not separate from the Central Montana Health District. They are a vital County for the District and she is worried what will happen to the public that needs them if they leave.
Mr. Stahl had heard that the County is getting a new fire truck and was wondering what they were going to do with the old one. The Commissioners told him it would go to the other departments if needed but that he should talk to Fire Warden Russell.
Mr. Hoiland told the Commissioners that the FEMA property acquired by the County needs to be maintained.

Commissioner Turley made the motion to approve and sign the updated EMPG funding Commitment Letter. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Service Provider Designation of Earmarked Alcohol Tax Money Form submitted by the Department of Public Health and Human Services. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Memorandum of Understanding between Musselshell County and the Montana Wool Growers Association for the Predator Control Fund in the amount of $1,970.40 for the protection of sheep from destructive animals. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the contract renewal for the State of Montana Department of Revenue. Commissioner Goffena seconded the motion. Motion carried.
Elected Officials Salary Committee Minutes taken by Clerk & Recorder Tomassi.
Members present: Sheriff Shawn Lesnik, Treasurer Darcie Hetrick, Clerk & Recorder Cheryl Tomassi, Commissioner Mike Goffena, Commissioner Mike Turley, County Attorney Kevin Peterson and public member Derin Gebhardt.
Members not present: Commissioner Robert Pancratz and public member Helen Hougan.
Non-members present: Justice of the Peace Bradley Marking and Clerk of Court Barb Halverson.
Sheriff Lesnik called meeting to order at 5:08pm. He explained that Helen Hougan was not able to attend today’s meeting, but she did meet with commissioners on June 4th and she suggested a cost of living raise of 4.7% or half of that for all elected official’s contingent upon the 2021-2022 budget.
Sheriff Lesnik suggested a .50 cent raise for all elected officials and discussion followed. County Attorney Peterson discussed how his salary should be 85% of what the District Court Judge makes and that his salary should not be based off of other elected officials. Discussion followed regarding how much money he was proposing his raise to be. County Attorney Peterson explained that starting July 1st his salary should be raised up approximately by $20,000 for the 2021-2022 budget year.
Treasurer Hetrick made a motion for a .50 cent increase for all of Musselshell County Elected Officials. Derin Gebhardt seconded the motion. All was in favor for a .50 cent increase contingent upon the 2021-2022 budget.
