June 17, 2022 Minutes

The meeting was called to order at 8:30 by Commissioner Goffena.   Commissioner Pancratz was present. Commissioner Turley was absent. Secretary Hagstrom was also absent. The minutes were taken by Clerk & Recorder Tomassi and the Commissioners.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding a 9:30 visit from a representative from Senators Daines office. Commissioner Goffena seconded the motion as amended. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the June 10, 2022 meeting as written. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Goffena and Commissioner Turley attended the School Board meeting.

Commissioner Pancratz made a motion to hire the Lang’s to mow the FEMA lots for the County. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Pancratz met with CFO Kirk and DES Director Russell and DES Coordinator Rook to go over budgets and grants.

Commissioner Goffena met with Gary Barta from Barta Appraisals to visit a County owned property in Musselshell and the Belveal property in Roundup.  Mr. Barta will get back to the Commissioners after he finishes the appraisal.

Commissioner Pancratz, Justice of the Peace Marking and Clerk of Court Halverson did the Primary Election Canvas.

Sheriff Lesnik gave his weekly report to the Commissioners. (Notes of the meeting supplied by Sheriff Lesnik) A possible resolution for charging for lift assistance after so many lifts having occurred in a period of time was discussed. Lift assistance is resulting in increased costs. The Deputies are not trained medical professionals.  US Highway 12 West mile maker 165 to 159 is a problem. The number of accidents has increased drastically since the road was recapped. MDT needs to be notified. WWC gave a quote to design a recreation area and new back steps at the Sheriff’s Office. Dispatcher compensation was discussed. The agreement for law enforcement with the City of Roundup was discussed.

DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. CAT Camp was reviewed.  Burning is shut down for the weekend. There were 4 new addresses this week. Mr. Gomez is going over the stock of old signs and relabeling the ones that are wrong. 4 active COVID cases in Musselshell County.

County Agent Solf could not meet with the Commissioners but had submitted a quote for tree removal and thinning at the fairgrounds, campgrounds and ball park from Doug Reighard

Cody Samuelson from Key Insurance and Shannon Shanholtzer from MACo met with the Commissioners to go over the Liability and Property coverage for the County. The premium will go up 20% this year.

City Council members, Jim Vivirito, Rick Carlson and Gary Toombs met with the Commissioner to discuss the agreement for law enforcement in Roundup.

Bob Varney and Ken Naylor submitted a petition from some residents in the Roundup Mesa Subdivision to form a Water District.

There was no public comment.

Commissioner Pancratz made the motion to sign Certificate of Survey 2022-12FC in Section 29, Township 6 North, Range 24 East being Tracts 447-A1 & 447-A2 submitted by Rudy Borntreger. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the General Service Agreement (work order #6) for the Jail Stair Replacement and Recreation Area Project submitted by WWC Engineering. Commissioner Goffena seconded the motion.  Motion carried.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion.  Motion carried.

June 20, 2022 Road Department Meeting.

Commissioner Goffena, Commissioner Turley Road and Bridge Supervisor and Secretary Kenner were present.

There are a few things that need to be done before we can have the ribbon cutting for Farrel Street bridge. There are concerns regarding the starting wage for employment for the County. The issue will be discussed and decided after the Salary Compensation Board meeting in July.

Tom Stockert and Ron Manderfeld have completed their Hazwoper refresher course for this year. At some point they are going to have to meet with Sunset Colony regarding Colony Road. Today they are working on getting the tractor and mower hooked up, replacing bushings on 906 motor grader at the Eastern shop and repairing a cattle guard on Fishel Creek Road.

Roads bladed: Fishel, Hawk, Alec Roy, Big Wall, Hougardy, W. Musselshell, C.A.Road, Snowie Mountain, Eagle Rock, roads off of Hwy 87, Rehder, Canyon, N. Gage, Ellis, Roen, Fauth, Western, Colony, Shipp, Kombol, E. Parrot to Hwy 12.  Cattle guards cleaned on Colony, Big Wall, Rehder, Four Mile and Ragged Point.

Commissioner Goffena and Commissioner Turley are going to ride with Supervisor Stockert after the June 27th meeting to look at the “priority list” for roads.
