The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day as is. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley made the motion to approve the June 11, 2021 minutes after a few minor changes. Commissioner Goffena seconded the motion. Motion carried.   Commissioner Pancratz was not present for the June 11, 2021 meeting but did review them.

Commissioner Goffena attended a Central Montana Health District 6 meeting on Thursday June 17, 2021 in Lewistown. County Attorney Peterson was present also. The Host County, Fergus wants to leave the district. The other 5 Counties need to research and see how to move forward.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The doors at the Complex are being worked on. There were kids caught breaking into the Central School. Ms. Jett would like the pile of dirt in the East corner Courthouse parking lot smoothed out. The sink at the Commons is leaking and will be fixed.

Sheriff Lesnik gave his weekly report to the Commissioners. Sheriff Lesnik thinks the Resolution for Stage 1 Burn Restrictions is necessary and the chances of firework for the 4Th of July are slim. The parade on Friday was discussed. There are concerns about closing Main Street on a Friday of a holiday weekend. Sheriff Lesnik thinks the impound building should be put on hold due to the prices of materials.

DES Coordinator Harper and Fire Warden Russell was not present. The Stage 1 Fire Restrictions will be on the 3:00 business for the day. Mr. Harper believes the City of Roundup is going to be doing restrictions also. Transition plans are in place for the replacement of Mr. Harper. The Commissioners wished him well on his next adventure.

CFO Kirk met with the Commissioners to go over more preliminary budgets.

Ambulance Director Solberg met with the Commissioners to discuss pay structures for on call and stand by pay for the EMS.

Holly Wolff with Roundup Memorial Healthcare met with the Commissioners. Theresa Doumitt was present via telephone to ask the Commissioners to sponsor the Coal Board application for the 2nd Phase of the Hospital Generator Project. The Commissioners agreed and there will be Public Comment for the Environmental Evaluation Friday June 25, 2021 at 2:00 in the Commissioners office.   The Coal Boards next meeting is September 8, 2021 and they will need to apply by July 8, 2021.

Public Comment:

Karen Merfeld and Morgan Adkins were present.

Ms. Merfeld asked if there was any information on Cameron Road? The Commissioners are going to go to MACo to determine what the next step is in officially making it a County Road where it is.

Commissioner Turley made the motion to review and sign Resolution 2021-17 Canceling Uncalled Warrants and Treasurer’s Checks Drawn Between April 1, 2003 and June 30, 2020. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to review and sign Resolution 2021-18 Receiving a Coal Board Grant for the Replacement of the Farrell Street Bridge MT-CB-CG-0865. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to review and sign Emergency Resolution 2021-19 Setting Stage 1 Fire Restrictions for Musselshell County. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to review and sign the Encroachment Permit for Sections 4, 5, 8 and 17, in Township 8 North, Range 28 East on Fattig Creek Road submitted by Mid- Rivers Telephone Cooperative, Inc. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to review and sign the Corrective Action Plan for the 2020 Audit Findings. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.

Commissioner Goffena and Commissioner Turley did claims on Thursday June 17, 2021.

Claims for the first run in June = $792,353.62

Road Department Meeting June 14, 2021 Minutes

Commissioner Pancratz, Commissioner Turley, Road and Bridge Supervisor Stockert and Secretary Kenner were present. The transmission on the motor grader is under warranty, which is good news. The Commissioners need to find out how much it would cost to remove the old Goffena Bridge for the downstream crossing near the replacement Goffena Bridge.
