June 2, 2023 Minutes

The meeting was called to order at 8:30 by Commissioner Pancratz.  Commissioner Goffena was present. Commissioner Turley was a little late checking flooding on County roads.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda after amending line 4. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve the May 26 minutes as written. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley was present.

Commissioner Turley attended the Refuse Board meeting on Tuesday, May 30 2023. Following are his minutes.

May 30, 2020

Linda Yount, Floyd Fisher, Dallas Tienne, April Gifford, Rich with Republic, Terry Frost, Mike Turley and chairman Colleen Robinson.  Refuse remains within budget. Made note of the following:

  • Skid steer required $2,650 in electric/hydraulic repairs.
  • Community Service youngsters will be available for help at the Roundup site.
  • Musselshell/Melstone fire extinguishers, rakes and shovels must be provided at both sites.
  • A motion was made to approve $650,0000 annual budget was approved. Made note that vast majority of expense is pay Republic for refuse removal.
  • Employee performance and conduct has great improved.
  • It was moved to notify Republic of contract negotiations for 2023-2024.

Commissioner Turley attended the hospital District Board meeting on Thursday June 1, 2023. Following are his minutes.

Roundup Memorial Hospital

Commissioner Turley attended the Roundup Memorial Hospital (RMH) Board meeting this date. Administrator Wolff reported that personnel revisions and renewed budget has been a priority. Made note that RMH receives roughly 75% of its income from Medicare (~50%) and Medicaid (~25%). The remaining 25% is received from private health providers. Signal Peak RMH coal tax income shall be forthcoming for the 2023-24 budget year.  Ann Marie Kloppel is diligently working on the ’23-’24 budget projections, and also a long term budget with provisions for inflationary cost increases. Val Russel reported that patient care efficiencies have improved along with additional steps taken to improve further.  Billings Clinic stated that a Level One Trauma determination is forthcoming for Billings Clinic, which is quite positive given RMH relationship with Billings Clinic. Level One Trauma designation is the highest level in Montana. 45-year RMH board member Leonard Wall will be provided recognition for his outstanding performance as an RMH board member this summer. Very positive meeting overall.

The Commissioners are going to check into doing a hydrology report for the water in the Dean Creek area.

Justice of the Peace marking met with the Commissioners to go over his budget.

Sheriff Lesnik gave his weekly report to the Commissioners. County Attorney Larsen and DES Director Russell were present. There is substantial flooding on W. Parrot Creek and Bender Road. Mr. Russell requested the Commissioner do an Emergency Declaration as soon as possible to be sent to the State to where we may be able to receive assistance from the State or FEMA programs. The Commissioner signed Resolution 2023-34.  Bender Road is a private road. The Commissioners want to make sure there is emergency access.

DES Director Russell and DES Coordinator Rook gave their weekly report to the Commissioners. They have been working on the flooding. Rural Addressing Assistant Gomez is out checking on all roads that may have damage. Some budget issues were discussed.

CFO Kirk and Clerk of Court Halverson went over the Clerk of Court budget.

Public Comment.

DES Coordinator Rook, Violet Flaming and Cody Marxer, our Floodplain Administer with GreatWest Engineering met with the Commissioners to go over the Goffena Bridge Floodplain Permit #2023-1 Variance request, that is on the agenda to be voted on. The request is for 2 feet of freeboard for the entire length of the bridge.  Ms. Marxer also explained that the FEMA property Ms. Flaming wants to lease is in the floodplain but a permit is not needed as long as the deed restrictions are followed.

Commissioner Goffena made the motion to approve the Floodplain Variance and permit for Goffena Bridge submitted by the Department of Transportation. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign ARPA Grant management Plan for the Musselshell County Fairgrounds Water Project submitted by Stahly Engineering. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the COVID-19 Health Regulations Certification Form for the ARPA Water & Sewer Infrastructure Grant Program for the Musselshell County Fairgrounds Project submitted by Stahly Engineering. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2023-33 for several Budget Amendments.  Commissioner Goffena seconded the motion.  Motion carried.

Doreen Kowalski met with the Commissioners regarding the Rodeo insurance.

There being no further business Commissioner Pancratz made the motion to adjourn.  Commissioner Goffena seconded the motion.  Motion carried.

June 5, 2023 Road Department meeting.

Road and Bridge Supervisor Stockert, Secretary Newman, Commissioner Turley and Commissioner Goffena were present.

MDT will be going out for bids for the Goffena Bridge on September 21, 2023. The last estimated price was 6.2 million.  Equipment funds were used to purchase a new Walk-n-roll.  Mr. Stockert will be inquiring about purchasing gravel if there is any leftover from the State Hwy 12 West project.  Invoices are in for the Coal Grant belly dumps and CFO Kirk will need to let us know what fund numbers to use for payment.  Job applications will be gone over on June 12, 2023 and then we will schedule interviews.  Goffena Road looks good after all of the rain.  Finishing up on Daily Road and have moved to Eagle Rock.  Starting to remove trees.
