The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda as is. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the June 18, 2021 minutes as is.  Commissioner Turley seconded the motion.  Motion carried.

The Commissioners did not attend any board meetings last week.

Commissioner Goffena spoke to GreatWest regarding an interim Floodplain Administrator until we can get a certified one.  GreatWest will be sending a contract for the Commissioners to review.

County Agent Solf gave her weekly report to the Commissioners. Ms. Solf will give the Commissioners the Contract from Golden Valley County for the Assistant position.  It will be a 1-time payment of $6,000.00. The vaulted latrine should be delivered approximately the 8the of July. Ms. Solf is working with the Conservation District and DES on sending out a survey for residents that are willing to help during an emergency incident, such as hay or stabling horses or other animals.  It is not for public record; it is to help the agencies be more prepared. Ms. Solf will be a 4H Camp all next week and will not be in the office.  There will be another noxious weed workshop August 26, 2021.

Duane Binstock and Jeff Ferguson with Aflac met with the Commissioners to explain options from the Aflac coverage. They had already met with the employees on Tuesday June 22, 2021.

Brad Marking met with the Commissioners to discuss the contact between Musselshell County and The Montana Movie Factory, LLC.  They are going to be doing a Documentary over the 4th of July weekend. Liz and Rob Cox were also present via telephone. They will all be meeting on July 2, 2021 at 9:00. The only Commissioner business for the day will be a Public Comment time at 2:30 and then 3:00 business.

Sheriff Lesnik gave his weekly report to the Commissioners. Fire Warden Russell joined the meeting.  Sheriff Lesnik is concerned about the amount of people there are going to be at the RIDE concerts and firework safety.  The Commissioners called MACo for counsel regarding Stage 2 Fire Restrictions and fireworks.  MACo said to defer to the County Attorney.

Fire Warden Russell gave his weekly report to the Commissioners. There was a Fire Restriction meeting and update this morning. Burning is closed and we are in Stage 1 Fire Restriction.  Yellowstone County has gone to Stage 2 Restrictions. Mr. Russell is going to talk to the County Attorney about Restrictions. There were 3 new addresses last week

Public Comment on a Coal Board Grant Environmental Evaluation for Phase 2 of the Hospital Generator Project for Roundup Memorial Hospital.

Roundup Memorial Hospital CEO Holly Wolf and Via Phone Theresa Doumitt.

Ms. Doumitt explained the procedure for the Commissioners. There will be another Public Comment time on the July 2, 2021 Agenda and at 3:00 business, a letter agreeing to submit a Montana Coal Board Application and authorizing Musselshell County Commissioner Chairman to sign documents. Also, a letter of Determination for Environmental Impact and a Resolution accepting the Letter of Determination will be on the 3:00 business. The Commissioner talked to Ms. Wolff about the Central Montana Health District and they need to set up a meeting with all Counties and the hospital.

Fire Warden Russell and County Attorney Peterson met with the Commissioners to discuss Fire Restrictions.   “There is an eminent threat to loss of property and life”

Commissioner Pancratz made the motion to table Resolution 2021-19 Increasing Expenditure Budget Lines on the FY 2020-2021 Budget. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Videographic Work Agreement between Musselshell County and The Montana Movie Factory, LLC for the Roundup Independence Day Parade and Festivities. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Encroachment Permit for Section 3, Township 8 North, Range 29 East on Fishel Creek Road submitted by Martin Reiger.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the letter of Support for the Montana Department of Transportation RAISE Grant Funding Application for Timber Bridges- Forsyth Area Project. Commissioner Turley seconded the motion.  Motion carried.

Ambulance Director Solberg met with the Commissioner to discuss his budget.

There being no further business, Commissioner Turley made the motion to adjourn.  Commissioner Pancratz seconded the motion.  Motion carried.

June 21, 2021 road Department meeting.

Commissioner Goffena, Commissioner Turley, Road and Bridge supervisor Stockert and Secretary Kenner were present.

The motor grader should be ready this week. The new welder will be picked up today.  The Commissioners are going to contact DOWL regarding the downstream bridge for the Goffena Bridge Project. Supervisor Stockert did his Haz whopper refresher online last week. There is a beaver dam on Fishel Creek that needs addressed.
