The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present. County Attorney Krakowka was present in the morning.  Minutes were done by Garilynn Rapp.

Norma Trent was present throughout the day.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda. Commissioner Goffena seconded. Motion carried.

Commissioner Goffena made the motion to approve the Minutes, from May 30th, 2025.  Commissioner Turley seconded. Motion carried. Commissioner Goffena made the motion to approve the Minutes from May 23rd.  Commissioner Turley seconded the motion. Motion carried.

New Business:

  1. Commissioner Goffena made the motion to Review and sign the Musselshell County Community Wildfire Protection Plan submitted by DES. Commissioner Turley seconded the motion. Motion carried.
  2. Commissioner Turley made the motion to Review and vote on getting the Courthouse roof seal coated with 100% silicone from the quote from Seal Tight. Commissioner Goffena seconded the motion. Motion carried. After reviewing, Commissioner Turley made a motion to table the vote until more information was received. Commissioner Goffena 2nd the motion. Motion carried.

3.Commissioner Goffena made the motion to Review and sign the AIA Contract Amendment and associated documents for the stabilization work for the Wier Project. Commissioner Turley seconded the motion, motion carried. After discussion, Commissioner Turley made the motion to approve the “Notice to proceed” for the purchase of the steel only. Commissioner Goffena seconded the motion.  Motion carried.

  1. Commissioner Goffena made the motion to approve adding Wier Project to the existing County’s Builders Risks Policy through Key Insurance. Commissioner Turley seconded the motion, motion carried.
  2. Commissioner Goffena made the motion to Review the Bid contract for the Pavement Maintenance Project for Roundup Airport submitted by KLJ Engineering. Commissioner Turley seconded the motion, motion carried.

Meetings:

All Commissioners attended the Road Department Meeting. Stahly Engineering has started the paperwork for the grant from the Coal Board to procure the new Grader, the department is expecting the new equipment to significantly enhance the road maintenance capabilities.   Mining and reclaiming the Goffena pit. Completion of the road is anticipated soon.

All Commissioners met with Governor Gianforte to honor Vernon Kulhman and Larry Ross, at the Roundup Veteran’s Memorial, on Tuesday June 3rd.

Commissioner Goffena attended the CMHB meeting where they discussed the contract with One Health. The $68,000 vaccination grant has been discontinued.

The Commission met with Contractor Minock to get plans to proceed with the Wier Building repair. Theresa Doumitt discussed Wier Building updates with the Commission.  These discussions included what is needed for the Control Estimate for the AIA Amendment and the Construction Schedule. The Commission approved the purchase of the steel.

County Accounting Specialist Marshall met with the Commissioners. They discussed the 5-year budget plan, and budgeting strategies with the objective of getting closer to actuals. It was decided that over the next 2 weeks they would have a meeting with each department head to review needs for budgetary purposes. Budget Amendments will go out for any department over appropriation. June 10th is the deadline for Budget worksheets to be returned to the department. Marshall will be reviewing the audit report and filing a corrective action plan.

Airport Manager Gebhart reviewed the KLJ Airport Project with the Commission. They are working on plans for the replacement of the Old Hanger.  All Commissioners requested an increase in frequency of Airport Board Meetings.

Sheriff Lesnik reviewed the results of the CJIN Audit. The department was audited on arrest warrants, inmate programs, concealed weapons permit, there was only one error found. The detention center has 7 inmates this week. Communications Officer Cody has returned to the department, filling the vacancy from Communications Officer Randall moving to Court Compliance. Court Compliance is getting equipment and filling insurance requirements to proceed with Community Service Projects. Additionally, budget preparation and Roundup Ride security needs were discussed.

DES Coordinator Russell reviewed the automation of RED-X Reporting for the fire department that will generate a summary of service calls, including who was on the call and for how long. The program also contains a mapping feature to show the exact amount of acreage burned. There was a small fire this weekend with an acre burn that was quickly extinguished.

CHW Berg met with the Commissioners. She is anticipating a meeting with Catalyst for Change on June 13th.

Ambulance Director Solberg reviewed Budget Funding Requests for the paging system with the Commissioners. They discussed allocation of wages and 2025-2026 EMS budgetary appropriations.

KLJ reviewed the Crack Seal and New Pavement Project at the airport with the Commission. Additionally, KLJ will start the bidding process on June 26th-27th for a new automatic gate. The Capital Improvement Plan is currently in the draft process. Included in the 5-year Plan is a 80×80 Hanger and 25×25 Terminal.

Public Comment: Debbie Adolph requesting Committee Designation for drought conditions across Musselshell County, with representation from all areas. With the goal of reporting data on rainfall in different areas of drought conditions.

With no further business to discuss, Commissioner Goffena made the Motion to adjourn, Commissioner Turley seconded the motion, motion carried. Meeting adjourned at 3:22 PM.
