June 20, 2023

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as is. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the agenda after clarification on areas that were flooding. Commissioner Goffena seconded the motion as amended. Motion carried.

Board meeting:

All Commissioners attended the Bair Collins Coffee meeting. Monday June 5th, 2023. The meeting was very productive and they provided good maps of the area to be used. There were people there from the University of Kansas that are going to be working on a feasibility study of the area. A few of the ideas were zip lining and a Drive in Theater. There is 4.6 million dollars available over the next 15 years that could be used for this project with grants.  The Commissioners are fully supportive of all ideas and want to move forward.

All Commissioners attended the MACo District meeting in Red Lodge June 8, 2023. The Montana Department of Transportation discussed their District Highway Projects. Bill Adams was made Chair and Sig Pugrud was made Vice Chair. The legislative results and the budget were discussed. The next District 6 meeting will be in Winnett.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The sidewalk at the property across the street from the Ambulance Barn has been moved and needs moved back into place.  The trees in front of the Courthouse need trimmed as well as the bushes at the north side of the Courthouse parking lot. The old and new air conditioners were discussed.

Mayor Jones met with the Commissioners behind closed doors.

County Attorney Larsen met with the Commissioners.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. Lightning strikes caused a few fires but the rain distinguished them. There is minor flooding here in Musselshell County. Mutual Aid was used in Golden Valley were there was 4 inches of water running down Main Street in Lavina. The ball fields at the fairgrounds are under water.  Hopefully there will be a State Emergency Declaration and possibly a Presidential Declaration.

Sheriff Lesnik gave his weekly report to the Commissioners. Under Sheriff Bednar will be receiving a $5,000.00 grant from Valley Financial Credit Union for Reserve Body Armour.

David Seitz and Jamie Larsen with Seitz Insurance met with the Commissioners to look at the new Workers Compensation rates.  They will be sending a proposal soon for signature.

Ambulance Director Solberg met with the Commissioners to let them know we should start getting the quotes for the phones system next week.

Public Comment on the abandonment of the last mile of Allen Road. No public comment.

Public comment

Rhonda and Brian Henderson, Ron Macadon, Lori and Pieter Lombard, Sandy Smith and William Jacko met with the Commissioners regarding a property on Treetop that is bringing in junk vehicles and a few big trailers. After much discussion the Commissioner told them that it is a civil matter and there are land restrictions in their documents that a lawyer may be able to work with.  The Commissioners also told the group that a conversation with the resident would be a good place to start.

Wendy Shreeve and Sherri Flanscha met with the Commissioners regarding using the ovens at the Commons for Bread making.  The Commissioners told them that County Attorney Larsen is drawing up an agreement.

Commissioner Goffena made the motion to sign Encroachment Permit and approach and water pipe in Section 28, T-9-N, R-31-E on Melstone Custer Road submitted by Jennifer Camsuzou. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the Town of Musselshell Water Improvement Project ARPA Grant management Plan submitted by Stahly Engineering.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the ARPA Water & Sewer Infrastructure Grant Program COVID-19 Health Regulations Form for the Town of Musselshell Water System Project submitted by Stahly Engineering. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Standard Audit Contract, Engagement Letter, and non- Audit Advisory Services submitted by Denning, Downey and Associates. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign Resolution 2023-35 Abandoning the last mile of Allen Road. Commissioner Pancratz seconded the motion. Motion carried.

Prevention Specialist Angie Mozqueda met with Commissioners.  Ms. Mozqueda Introduced two youth prevention workers hired by a local foundation: The Jody Alise Foundation.  They will be working with Ms. Mozqueda throughout the summer to help prevention efforts and if all goes well, the position may continue into the school year. The two students are: Rosalyn Wagner and Caitlin Barber.  Both will be Juniors this upcoming school year. Prevention also has two additional substitute youth workers for bigger events: Thaiden Godfrey and Chloe Prince. The Commissioners asked the youth ambassadors how they felt about the SRO position and if they thought it help with some of the repeated issues in our schools. The girls said yes especially vaping.  Ms. Mozqueda inquired about OPOID county funding and if the Commissioners would consider allocating those funds to prevention and the SRO to look into evidence-based programs similar to DARE, but the updated version is called LEAD- Law Enforcement Against Drugs. The Bair Collins property was discussed and they thanked the Commissioners for their efforts in wanting to be sure the students’ ideas are heard and certainly considered going forward in the process.  They thanked the Commissioners for their support in all things prevention and look forward to bringing them more updates as they come.  Minutes for this meeting were done by Ms. Mozqueda.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion.  Motion carried.
