The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Road and Bridge Supervisor Stockert met with the Commissioners to let them know that the Coal Board approved the application for 2 belly dump trailers for the Road Department.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda as is.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve the March 3, 2023 meeting minutes as written. Commissioner Pancratz seconded the motion.  Motion carried.

Board meetings.

The Commissioners had several HR meeting this week.

Commissioner Pancratz and Commissioner Goffena attended the RCP meeting on Thursday March 9, 2023.  The remodeling and work being done at the old Central School was discussed. The ribbon cutting on new business was discussed and a commissioner should be present.

Commissioner Goffena and Mayor Jones spoke with the gentleman (Commissioner Goffena didn’t catch a name) that wants to put a dollar store in.  There are budget issues.

Commissioner Pancratz will be testifying at the Legislature Monday March 13, 2023 for CTEP.

Clerk & Recorder Tomassi met with the Commissioners regarding precinct redistricting for elections.

CFO Kirk met with the Commissioners regarding the CARES act money and some budget issues.

Sheriff Lesnik met with the Commissioners

County Agent Solf met with the Commissioners. The next Fair Board meeting will be March 21, 2023 at the County Agents Office. Ms. Solf will be speaking, March 18, 2023 at the Back Porch for Equine Day.  March 25 is the Beekeeper 101 workshop. They are planning for this year’s Farmers Market on Main. They are also working on getting judges for the fair.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. They will be going out to bid on propane for the Fire Departments.  There was a fire permit violation that is being worked on.  There were 2 new addresses this week. The Commissioners approved an expenditure of $10,000.00 for 5 Scott Sights.

County Treasure Hetrick met with the Commissioners to give them the February Cash Reconciliation. The Commissioners want it known that Ms. Hetrick is always balanced and does an awesome job.

Adair Radamacher, John Albert, Lyn Rettig and Robert Wayman from Musselshell Community Water and Sewer District, Matt Smith and Nick Winfield from Stahly Engineering met with the Commissioners.  Robie Culver form Stahly was present via telephone. This was “get started” meeting regarding the ARPA grants awarded for the Musselshell Water & Sewer Project. They discussed management plan and scope of work and who will be doing what. They have approximately 36,000.00 left of the funds. They will be tying in new service lines.  Mr. Smith, Mr. Winfield and MS. Culver then talked about the Fairgrounds project. The County was denied the funds for updating the electrical service at the fairgrounds but there are other avenues such as a tourism grant that may be available.

Public Comment;

Wendy Beye was present via GoToMeeting and was asking about plan for the hearings on the proposed Water District in the Roundup Mesa area? The Commissioners need to talk to County Attorney Larsen but the plan is to have the meetings on Thursday March 23 and Thursday March 30, 2023 5:00 at the Musselshell County Central Commons (Senior Center).

Theresa Doumitt was also present vis GoToMeeting. Ms. Doumitt is working on a grant for the landscaping at the Welcome Center. They are also working on a meeting next week with Tech spark.

Commissioner Pancratz made the motion to sign Resolution 2023-13 to receive the National Opioid Settlement. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2023-14 to receive the ARPA Water and Sewer minimum Allocation Grant for the Musselshell Water System Improvements Project. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2023-15 to receive the ARPA Water & Sewer Minimum Allocation Grant for the Melstone Water & Wastewater System Improvement Project. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2023-16 to receive the ARPA Water & Sewer minimum Allocation Grant for the Fairgrounds Water Projects. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2023-17 entering into A Mutual Aid Agreement with Surrounding Counties for resources during safety disasters and emergencies. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to review and sign the Eastern District Disaster and Emergency Services/Emergency Management Mutual Aid Agreement.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2023-18 Amending Resolution 2022-33 to receive the ARPA Water & Sewer Minimum Allocation Grant for the Roundup Mesa Water System. Commissioner Goffena seconded the motion.  Motion carried.

Mike Pratt, Charles Gettelman, Wendy Shreve and Ken Naylor met with the Commissioner to discuss the proposed water district for the Roundup Mesa area. Who can vote is an issue and when are the hearings going to be. The meetings will be on March 23 and 30th, 2023 at 5:00 in the Senior Center (Musselshell County Central Common) and all questions will be answered at the meeting.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion.  Motion carried.
