March 21, 2025 Minutes
The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.
County Attorney Krakowka was also present for the day.
Norma Trent joined the meeting.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda after changing Theresa Doumitt’s time to 9:00. Commissioner Goffena seconded the motion as amended. Motion carried.
Commissioner Goffena made the motion to approve the minutes from the March 21, 2025 meeting as written. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley attended a Bull Mountain Landowners Association meeting on Thursday March 20, 2025.
Commissioner Goffena attended a Central Montana Health Board meeting on Thursday March 20, 2025. State funding has been reduced. There were 69 flu cases in Musselshell County.
Commissioner Pancratz and Commissioner Goffena visited with Troy Downing Monday March 17, 2025 in their office. The Crow Revenue Act and Signal Peak Mine were discussed.
Commissioner Turley received a call from Representative Jane Webber from Great Falls regarding HB 830. Commissioner Turley will testify via Zoom on Tuesday March 25, 2025.
Public Comment:
Theresa Doumitt was present and asked if the Commissioners had thought of anyone that might be willing to be on the Roundup Reach committee? They have not yet.

Commissioner Goffena made the motion to sign Resolution 2025-16 Appointing Special Deputy County Attorney Catherine Kristine White, Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the contract with GC-CM John Minoch for collaborative design for a shoring system for the Wier Building Project. Commissioner Goffena seconded the motion. Discussion: John Minoch was present to go over the contract. County Attorney Krakowka had looked it over and did not find any issues. They will go over the budget and sign the contract next week.
Commissioner Turley left for the day.
Theresa’s Report on the Wier Project
The past 8 days have revealed a lot of information for our project. The walkthrough with Tetra Tech and the County’s pre-shoring abatement contractor is scheduled for Tuesday the 25th at 10am. Part of the hazardous materials clean-up cost estimate is expected on Wednesday, 3/26/2025, for the southwest corner. The other part of the estimate is expected in April.
On 3/14/2025 we had our first site visit with our Qualified Environmental Professional (QEP) team. The QEP team developed CAD drawing of the building during the week of 3/17/2025. Three of their staff will be in the building on March 24th and 25th to sample and document the exact location of hazardous materials and create clean-up design specifications for bidding.
On 3/19/2025 we had our first collaborative design meeting for development of built-in-place, engineered shoring. Our team is a competitively bid contractor, an architectural firm, and structural engineer to design. After this initial body of work with our design/structural team, we will have a more detailed understanding of the scope of structural repair. Then we will enter into a full contract for shoring and construction. Shoring is set to begin in May.
County Agent Cooley gave his weekly report to the Commissioners. The panels purchased for the fairgrounds have arrived and Mr. Cooley wanted to know who was in charge of installation? The Commissioner said he needed to get a meeting with the Fair Board and 4H Council. They also need to establish a point person for the fairgrounds and any event.
Undersheriff Bednar met with the Commissioners to discuss new cameras for the patrol cars.
DES Director Russell gave his weekly report to the Commissioners. They are moving forward with the Melstone cold storage building. The National Fire Incident Reporting System (NFIRS) is switching to National Emergency Response Information System (NERIS).
Jody Dahl with the Jody Alise Foundation met with the Commissioners to introduce them to Journey Grimsrud who is working on building some active programs for youth in our community. He will be working on summer activities and after school programs and a healthy environment. Ms. Dahl has introduced Mr. Grimsrud to our CHW Kellie Berg and hope that they can work together if the need arises.
CHW Berg met with the Commissioners. Everything is going well in the new office.
Nathaniel Arave, Stacie Thompson, Alex Nancarrow, Shane Trautner and Kat Schumacher from the Bureau of Land Management (BLM) visited with the Commissioners regarding what they are and have been working on in Musselshell County. They are working with ranchers and partners on fence modification and riparian restoration in the Musselshell watershed. Currently preparing Upper Musselshell Land Health Assessment which supports the Grazing Permit Renewals, small water pipeline Right-of-Way along Golf Course Road, the Stanley Creek Acquisition and Melstone Dam restoration.
Public comment:
Resident John Thomas visited with the Commissioners regarding Dean Road. The blacktop is breaking up badly. Mr. Thomas thinks the weight limits of the road should be changed. Mr. Thomas asked about the Busy Bee property and if the “Summer Market” people will still be able to use the parking lot? The Commissioners agreed they could still use the space.
There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion. Motion carried.
