The meeting was called to order at 8:30 by Commissioner Turley.  Commissioner Pancratz and Commissioner Goffena were present.

Paul Mehi met with the Commissioners regarding Eagle Rock Road. There are culverts that were removed and they need replaced.  The Commissioners will let Road and Bridge Supervisor Stockert know.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the March 10th and 17th minutes as written. Commissioner Pancratz seconded the motion.  Motion carried.

Tuesday March 21, 2023 all Commissioners attended the Fair Board meeting. There were lots of ideas for opportunities to use the fairgrounds The Amish will have a horse sale on April 29, 2023. They discussed spring repair on some of the older buildings.

Wednesday March 22, 2023 all Commissioners attended an Opioid Settlement Zoom meeting with County Attorney Larsen and Sheriff Lesnik. There will be more funding coming in but they need to have a District meeting to determine where and how the funds can be spent.

There was a Public Meeting Thursday March 23 at the Musselshell County Central Commons regarding forming a Middle Musselshell Water District.  Minutes will be separate.

Craig Canfield and Nathan Schroht from KLJ met with the Commissioners to introduce themselves and discuss Airport engineering.  They will be setting up an Airport Board meeting to see what they think the first project should be.

County Agent Solf gave her weekly report to the Commissioners. The Beekeeping Workshop is Noon Saturday March 25, 2023. Seed potatoes should be in next week. Ms. Solf is going to get with Sheriff Lesnik regarding this year’s open riding procedure at the fairgrounds. Monthly Fair Board meetings will start in May. Next tentative meeting is May 16, 2023. The Rocky Mountain Association of Fairs Annual Convention is November 8 -10, 2023. Ms. Solf submitted the updated Fair Board Members and contact information.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The Flood Plain Coordinator updated all the contact information at the office. There were 3 new addresses this week. Jim Vivorito joined the meeting.  Closed door Human Resources meeting.

Jim Vivorito submitted a WIC form to be signed next week.

Thad McGrail for Systems met with the Commissioners to go over the new contract for IT. The contract will be on the March 31, agenda for signature.

County Attorney Larsen met with the Commissioners.

CFO Kirk met with the Commissioners to go over the NRA Grant and Mason Moore Foundation Grant that the Sheriff’s Office received.

Dave & Christy Wickhorst and Architect Jim Bower met with the Commissioner to ask if they will sponsor a CDBG Grant for them to make apartments in a building they own on Main Street. The Commissioners will definitely support anything to make housing more available in Roundup.

Commissioner Pancratz made the motion to sign the EMPG Annual Time Certification Form. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the EMPG Authorized Representative Form. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the EMPG Assurances Form. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Service Provider Designation Form for the earmarked alcohol tax monies for the South-Central Montana Regional Mental Health Center. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Encroachment Permit for Section 23, Township 8 North, Range 25 East submitted by Ponderosa Power, LLC.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Encroachment Permit for Section 17, Township 5 North, Range 25 East on Dean Creek Road Submitted by Triangle Telephone Cooperative. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to review and sign Resolution 2023-19 for the Election Precinct Redistricting. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to review and sign Resolution 2023-20 Legislative Precinct Redistricting. Commissioner Goffena seconded the motion.  Motion carried.

Ed Grime met with the Commissioners to discuss a letter he received from OneHealth regarding some inspection requests to be done in the Roundup Mesa Homeowners Association.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Turley singed Journal Voucher 1053 correcting claim #24828 object code to 330 instead of 220.

Commissioner Turley signed Journal Voucher 1055 correcting claims posted to fund 2340 that should have gone to Hawk Creek fund 2343.

Commissioner Turley signed Journal Voucher 1056 correcting claim 25031 to be County not Justice Court.

Commissioner Turley singed Journal Voucher 1057 to correct claim 25053 from object code 345 to 360.

Commissioner Turley singed Journal Voucher 1058 to move non-capital outlay expenses out of 940.

Commissioner Turley singed Journal Voucher 1059 to reverse Auditor Journal Voucher re: CARES Act fund per Robert Pancratz.
