March 28, 2025

The meeting was called to order at 8:40 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.

County Attorney Krakowka was present for the day.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day after removing County Agent Cooley for the day. Commissioner Goffena seconded the motion as amended.  Motion carried.

Commissioner Goffena made the motion to approve the minutes from the March 21, 2025 meeting. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena attended the MACRs conference in Great Falls March 24 – 27th.  There was a lot of information, and I learned a lot.   The County needs to check on our IT company and website.

Theresa Doumitt and Norma Trent joined the meeting.

Public Comment:

Ms. Doumitt asked if the Commissioners had selected committee members for the Roundup Reach/Bair Collins area? Commissioner Turley said they are going to nominate Cheri Tate, Dan Eiselein and Bill Funk (and possibly another person) to be on the committee and come up with a proper name and work on the feasibility study with Snowy Mountain Development.

Commissioner Goffena made the motion to sign contract with GC-CM for collaborative design of shoring system for the Wier Building project. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the contract renewal for Theresa Doumitt (ATW Consulting) for development work associated with the Wier Building project. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to table Reviewing, discussing, and signing the work order with Tetra Tech and abatement contractor for pre-shoring hazardous materials clean-up for Wier Building project. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the work order for soil sampling for Wier Building project. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign the Interlocal Agreement between Musselshell County and Roundup School District for the Community Health Worker (CHW) position. Commissioner Goffena seconded the motion.  Motion carried.

Jeremy Fadness and Jake Ziska from WWC Engineering were present via TEAMS to go over the survey review process with the Commissioners. They need to have a Planning Board meeting.

Sheriff Lesnik gave his weekly report to the Commissioners. The cameras for patrol cars were discussed again and will be purchased.  Budget meetings are going to be starting soon. They need to add next year’s funding for the SRO position.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. They had a District Meeting Tuesday March 25, 2025 in Red Lodge. There was a distribution plan workshop and there will be upcoming potential changes. Thursday March 27, 2025 there will be a statewide DES call on how funds are allocated. They will be putting out the bid for the Busy Bee demolition probably in June. They will be having joint fire training for the River-walk cleanup again this year. Monday March 31, 2025 they will be meeting at the meeting with the Road Department for public comment on the Community Wildfire Protection Plan (CWPP). There was one new address and 2 address verifications this week.

Community Health Worker Berg gave her weekly report to the Commissioners.  She is working on both Schools. A signed copy of the Contract with the Roundup School District was given to her for her records. Ms. Berg is going to be getting her Licensed Clinical Professional Counselor degree this summer.

Theresa Doumitt met with the Commissioners for her weekly Wier Project update. Contractors Contract was signed today for the shoring of the building.

There was no Public Comment.

The Commissioners agreed to nominate Bill Funk, Cheri Tate and Dan Eiselein to the Roundup Reach/Bair Collins Project Committee.

There being no further business Commissioner Turley made the motion to adjourn. Commissioner Goffena seconded the motion.  Motion carried.

March 31, 2025 Road Department meeting.

Commissioner Pancratz, Commissioner Goffena, Commissioner Turley, Road and Bridge Supervisor Stockert, Secretary Newman and DES Director Russell were present.

They are still working on many roads from the washouts. The Ragged Point culvert has been ordered, and it should be here in a month. Mr. Stockert is exploring potential alternatives for future culvert repairs. The motor grader has been returned and successfully rebuilt with warranty. DES Director Russell was present to discuss the Community Wildfire Protection Plan (CWPP) This is the official start of Public Comment on the CWPP draft. The public can view the dratf on the DES Facebook page, the City of Roundup’s page or at the Courthouse.  Wendy Jones from the Lower Musselshell Conservation District will be hosting an Annual Fuel Mitigation meeting on April 23rd, 2025 at the MSU Extension Office 6:00 P.M. Further information will be available at the meeting.
