The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda. Commissioner Pancratz seconded the motion.  Motion carried

Commissioner Turley made the motion to approve the February 19, 2021 minutes. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Turley attended the Hospital Board meeting and was ok with how the hospital is running. They are waiting to see what to do with the COVID-19 reimbursement money.

Commissioner Goffena attended a Council on Aging meeting and the sidewalk repair was discussed.  Commissioner Goffena has called and emailed Snowy Mountain Development a few times regarding trying to find a grant to pay for the repair but they have not gotten back to him. Commissioner Goffena will try to call them again today.

Commissioner Pancratz had no board meetings.

The Extension Office repair needs to be clarified.  The Commissioners are going to see if there is anyone the County could hire to do all small jobs that need done.

The Commissioners agreed to put the COVID-19 reimbursement money into an account to be used in the best interest of the County. They will reimburse the departments that have documented information showing that they have been harmed and there is a need. They will contact the Auditor for more information.

The Commissioners will be meeting with the Rodeghiero’s to discuss the proposed fishing access and water rights. They will also be going to water court on March 17, 2021 regarding the water rights issue.

The Commissioners are going to talk to Ron Solberg about updating the phone systems.

The Commissioners had an interview for the Chief Financial Officer position.

Sheriff Lesnik gave his weekly report to the Commissioners. The COVID-1 reimbursement money was discussed. City Council has approved the purchase of 3 radar speed limit signs to purchase with the COVID reimbursement. They will be placed North, South and East. Mr. Lesnik is going to be getting a lift for ADA access to the jail. Mr. Lesnik thinks there needs to be a “Welcome to Musselshell County” signs up.

DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners.  We have received the reimbursement for the FEMA FMA-16 Grant.  Reimbursement has been sent in for the PDM-16 properties along with the in-kind match information. We are still waiting on permits for the Farrell Street Bridge project. Mr. Russel said that burning is open.  Staffing Stations will continue for this year and is State paid. Two new addresses were given out last week.  Mr. Russell gave the Department of Revenue the last 6 years of addresses to make sure they are up to date.  The portable radios need replaced badly for the Fire Departments. They are looking into AFG Grant or a Motorola Grant. The Department of Defense has a surplus of vehicles that they give out. They would like to get a 1 ton dually pickup truck to replace the purple truck.  Next week they will be updating policies with DNRC. They will be having a Planning Board meeting sometime next month.

Clerk & Recorder Tomassi met with the Commissioners regarding the Tax Deed properties in Melstone.

County Agent Solf was not present but sent in her report for updates for the Fairgrounds and Extension Office. They are waiting for a quote for digging and backfilling the hole for the vaulted latrines at the campgrounds. They are also waiting on bids for replacing the roof on the indoor/4-H building. A berm for the ballfield at the fairgrounds is needed to help with flooding. Ms. Solf is having a difficulty getting people to help with the project.

Payroll/Claims Clerk Cassell met with the Commissioners to discuss the policy for credit card use and vacation time. The Commissioners will send an e-mail to Department Heads.

The Commissioner had an interview for a Chief Financial Officer.

There was no public comment for 3:00 business.

Commissioner Pancratz made the motion to sign the Request for payment form Draw Down #6 for the Farmers Union RLF submitted by Snowy Mountain Development Corp. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2021-11 Regarding Governor Gianforte’s February 2021 COVID-91 Restrictions. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2021-12 increasing the 2020/2021 Expenditure Budget of the Refuse District for unanticipated purchase of a piece of equipment.  The expenditure budget to expend cash from the following line item: 5410-430800-940      Capital Improvements $21,000.00.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Zoning Compliance Form for the West District Gravel Site in Section 33, Township 7 North, Range 24 East submitted by MGC Consultants. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Encroachment Permit for a cattleguard in Sections 18 & 19, Township 9 North, Range 27 East on North Gage/Gage Dome Roads submitted by Kilby Butte Colony. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Encroachment Permit for a communication line in Section 9, Township 5 North, Range 25 East on Goulding Creek Road submitted by Triangle Telephone Cooperative. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Renewal for Professional Services Agreement for the Mental Health Center submitted by the South-Central Montana Regional Mental Health Center. Commissioner Pancratz seconded the motion.  Motion carried.

The Commissioners had an interview for the Chief Financial Officer.

There being no further business the motion was made to adjourn.  Motion carried.
