March 7, 2025 Minutes
The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.
County Attorney Krakowka was also present for the day.
Norma Trent joined the meeting.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the minutes for the day. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve the minutes from the February 28, 2025 meeting as written. Commissioner Turley seconded the motion. Motion carried.
Public comment: Norma Trent, Eric Randall of Keep Warm Firewood and Treasurer Hetrick were present.
Commissioner Goffena made the motion to sign the Delphi Access Request for Nicole Seward to continue the current services for reimbursement on FAA Grant Funding submitted by KLJ. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign Resolution 2025-15 REAFFIRMING
RESOLUTION 2007-23 Regarding private roads taken on Tax Deed. Commissioner Goffena
seconded the motion. Discussion: Mr. Randal asked that the Commissioners not sign the
resolution because he has taken out an assignment on the road because he would like to improve
it for the community and his business. CA explained that in 2007, the Commissioners approved
to take them off the tax record but failed to notify the Department of Revenue to remove them.
Mr. Randal can maintain the road as long as he follows the County Road Standards and will be
reimbursed of any money spent on the assignment. Motion carried.
Commissioner Goffena made the motion to sign the Musselshell County 2025 Renewal Rates for July 1, 2025 to June 30, 2026 submitted by MACo. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Musselshell Contribution and Eligibility Form for 2025 submitted by MACo. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley attended the Roundup Memorial Hospital (RMH) Association Board of Director’s meeting March 6, 2025. RMH Administrator Tracy Johnson brought the Board up to the present state of hospital affairs, that remained upbeat. Billings Clinic / WIFLI accountant Anne Marie Kloppel provided her monthly RMH financial report, which included a detailed and positive RMH financial position. Assistant Medical Director Valerie Russell pointed out that Influenza remains a community concern. Landscaping and building upgrades have greatly improved the conditions of the hospital. Roundup Memorial continues to be in a very positive situation with positive planning.
Commissioner Pancratz attended a Construction Manager General Contractor (CMGC) meeting on Monday March 3, 2025 with High Plains and Theresa Doumit regarding the interviews for a contractor for the Wier building.
Commissioner Pancratz attended the Mitigation Plan Workshop with DES on Tuesday March 4, 2025 where they are working on developing mitigation action plans.
All Commissioners were on the radio on Wednesday morning March 5, 2025 with Theresa Doumitt. They gave an update on the Wier building.
Commissioner Pancratz and Commissioner Turley attended a Tetra Tech/Wier meeting via zoom on Thursday March 6, 2025. They are moving forward with the time frame. Safety and the relationship between the Architect and the Contractor are important.
Commissioner Goffena attended the Fire Council meeting on Thursday March 6, 2025. DNRC and BLM were present. Budgets are getting shortened.
County Agent Cooley gave his weekly report to the Commissioners. He is working on details for an early May “Ranchers Round Table” social meeting at a local establishment. Mr. Reed thinks it would be both educational and an opportunity for community communication.
Sheriff Lesnik gave his weekly report to the Commissioners. Not much going on. New trucks have been ordered.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners.
There was a Fire Council meeting Thursday March 6, 2025. BLM offices will be consolidating but it should not affect the firefighting capacities. They are waiting on the quote for the Homeland Security Grant for the west repeater. No new addresses this week.
Theresa Doumit and Emarie Skelton (from Highplains) met with the Commissioners for an interview with Contractor John Minock for the Wier Building.
Public comment:
Monty Sealey and Ken Naylor were present.
Mr. Sealey gave an update on the water project. Government money was shut off twice last month but is now back in and should stay there. They are waiting on the replacement electrical panel that was damaged. The first bill should be in April.
Ken Naylor wanted the Commissioners to know he withdrew from the Roundup Mesa Landowners Authority. The Musselshell County Middle Water District is moving forward.
Justina Marshall met with the Commissioners regarding the County Accounting Specialist Position.
There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.
March 10, 2025 Road Department Meeting
All Commissioners, Road and Bridge Supervisor Stockert and Secretary Newman were present.
The road washouts are being worked on and they are useable for the public with 1 lane. Fixing Ragged Point Road is going to be expensive. They will be ordering the culverts. The slash piles on Chandler Road are gone. The permits for the Rail Road Bridge are getting closer. There were workers comp issues.
