The meeting was called to order at 9:00 by Commissioner Borner. Commissioner Carlson was present. Commissioner Berry submitted a resignation letter to the Clerk & Recorder on Friday March 6, 2020.

Pledge of Allegiance.

Commissioner Carlson made the motion to approve the agenda after the 10:30 meeting with MACo was removed and rescheduled for 8:30 A.M. March 23, 2020. Commissioner Borner seconded the motion as amended. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to approve the March 2nd, 2020 minutes. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye.

Work is continuing on the Extension Office.

Attorney Swimley is working on the Floodplain violations and the #4 Road alteration.

Denning, Downey & Associates are working on the audits for 16, 17 and Wipfli is waiting on a letter from the County Attorney before they can finish.

The deed for the Melstone property is waiting on the County Attorney.

No word on the updated phone systems.

They will be talking with Pam Walling from MACo at the March 23, 8:30 meeting about adding a plan and add a health savings plan for County employees. If they do add a savings plan, they will ask MACo to have a meeting to educate the employees.

Commissioner Borner will be working with Snowy Mountain Development on the EDA Grant. Wednesday is the Coal Board Forum in Billings and she will be going to the Coal Board meeting for Hawk Creek VFD.

There will be notices in the Roundup Record Tribune and on the County website noticing vacancies for the Fair Board, Snowy Mountain Development Corporation Board and the Musselshell County Advisory Committee.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett asked Commissioner Carlson to look at the ladder that was worked on in the Judge’s Chambers. Commissioner Borner told Ms. Jett that Pat from Hartford Insurance is going to be at the Extension Office.

Road and bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. They sent a letter to Allen Gofffena regarding a possible future gravel site and are waiting for a response. They are waiting for Vidic Drilling to come to the shop to see about a well. The MFLAP Grant schedule for Old Divide and Fattig Creek Road was in with a finish date of July 31, 2020. Sheriff Lesnik joined the meeting. He recommended the Commissioners think about a resolution for employees that get sick, regarding the risk of the Coronavirus issue. Mr. Stockert said there is going to be a LEPC meeting at noon on Tuesday and the virus and precautions will be discussed.

Sheriff Lesnik had an employee issue to discuss with the Commissioners.

Commissioner Carlson left the meeting for appointments and will call in for 3:00 business.

Treasurer Hetrick gave Commissioner Borner the February cash balance reports.

DES Coordinator Fisher gave his weekly report to the Commissioners. DES Coordinator Harper was at meetings in Great Falls. The final revision requested by the State for the FEMA budget amendment and scope of work is on the 3:00 business for signature. Mr. Fisher mentioned the LEPC meeting Tuesday and what our County/Community needs to do and how to keep everyone informed and not panic. Mr. Fisher will let the Commissioners know how the meeting was at the March 16, 2020 meeting.

Commissioner Carlson made the motion to table Item #1 to approve and sign the Montana Association of Counties Health Care Trust July 2020 Final Renewal Plans until the March 23, 2020 meeting with Pam Walling from MACo. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to sign the scope of work change and budget amendment for the FEMA buyout program. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to sign the Right-of-Way Easement for an underground communications system in Section 29, Township 7 North, Range 26 East, Timber Tracts ELI Tract 2 of Certificate of Survey 1993-6 submitted by Mid-Rivers Telephone Cooperative. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to review and approve the Renewal of General Liability Policy for the Roundup Airport submitted by AssuredPartners Aerospace dba Regal Aviation Insurance. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to sign Certificate of Survey 2020-2 for a tract of land in the N2SE4 of Section 13, Township 8 North, Range 25 East submitted by James A. & Christine M. Gordon. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson seconded the motion. Motion carried.

Commissioner Carlson made the motion to approve and sign Certificate of Survey 2020-3 Amending Tract 2 of COS 2013-5RB submitted by Virginia Fidel, Dan D. Stephens and Nancy A. Stephens. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to approve and sign Certificate of Survey 2020-4 Amended Plat of Lot 2, Block 1 of Fischer Subdivision submitted by Dan D & Nancy A. Stephens. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.
