The meeting was called to order at 8:50 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding to appoint Brian Turley and Brian Walker to the Fair Board and appoint Florin Soennichsen and Lauren Appeal to the Bair Collins Vision Committee. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the minutes from the May 6, 2022 meeting as written. Commissioner Pancratz seconded the motion.  Motion carried.

The Commissioner attended the City/Musselshell/Sheriff Department Public meeting on May 9th, 2022. (The meeting minutes are posted on the County website for review)

Commissioner Turley attended a Central Montana Health Board meeting on May 12, 2022 in Harlowton. They are getting closer to the end of the relationship with Fergus County. They are getting the by-laws in place.  There are questions still about the van purchased with COVID funds and who exactly it belongs to. They will be meeting again on July 14, 2022 in Ryegate.

Maintenance Supervisor Jett gave her weekly report to the Commissioners.  Ms. Jet was wondering which department is going to pay for the electrical work that was done at the Cold Storage building and County Agent office. The Commissioners suggested talking to Fire Warden Russell and County Agent Solf.

County Agent Solf gave her weekly report to the Commissioners. They are working on the plumbing at the grans stands. The Ag Pest Series is starting May 31, 2022. Ms. Solf will be purchasing equipment for Ag water testing.

Sheriff Lesnik gave his weekly report to the Commissioners. The office was awarded not the whole amount asked but some of the Signal Peak Foundation Grant money for new body armor. Mr. Lesnik thought the City meeting regarding Law Enforcement for Roundup was a good one.

Treasurer Hetrick gave her weekly report to the Commissioners. The monthly reconciliations were given to the Commissioners. The contract with the Superintendent of Rosebud County is on the agenda to be signed.  The State is possibly not going to be paying for their office’s computers, printers and supplies so it may have to start coming out of her budget.

A resident came in to ask about the video from the May 6, 2022 meeting.

Mayor Jones stopped in to thank the Commissioners for working on getting the “Arena” property on Main Street mitigated.

The Commissioners had a telephone conference with Cody Ferguson from the Department of Commerce regarding CTAP funding for engineering.

Public Comment:

Michael Jacko asked what he needed to do to purchase 5 acres of his neighbor’s property? The Commissioner told him he would need to get it surveyed and go through the Subdivision Administration.

Commissioner Pancratz made the motion to sign Resolution 2022-16 Ordering the Cancellation of Personal/Mobile Home Property Taxes. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2022-17 Canceling Uncalled Warrants Drawn on First Security Bank of Roundup with a Date of Issuance Between July 1, 2020 and June 30, 2021From the County Clerk’s and Treasurers Office Pursuant to Section7-6-2607, MCA. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2022-18 to receive the Montana State Coal Board Grant-0933 in the amount of $304,633.00 for #4 Road and Old Divide Road Chip sealing. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to Sign Resolution 2022-19 to Receive the Signal Peak Community Foundation funding in the amount of $7,000.00 for Musselshell County’s Sheriff’s Department Body Armour. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Contract for Services of County Superintendent of Schools Between Rosebud County and Musselshell County. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to appoint Brian Turley and Brian Walker to the Fair Board. Commissioner Goffena seconded the motion. Motion carried. Commissioner Turley abstained from voting.

Commissioner Turley made the motion to appoint Florin Soennichsen and Lauren Appeal to the Bair-Collins Vision Committee.  Commissioner Pancratz seconded the motion.  Motion carried.

May 16, 2022 Road Department Meeting.

Commissioner Goffena, Commissioner Turley Road and Bridge Supervisor Stockert and Secretary Kenner were present.

Culverts on North Delphia Road are severely damaged and will need replaced. They are going to post the job opening until filled. It is now up on the web site also. They will also be posting for a secretary to be hired in August for when Ms. Kenner retires. Mr. Stockert would like to bring back the shop foreman position. This will be done at budget time. Ms. Kenner submitted the Notice of Completion of Groundwater Development form.   The Commissioner have to work on getting the County off of the old Rail Road ROW at Goffena Bridge. They will do the Farrel Street Bridge Ribbon Cutting when they get the other bridge and some equipment out of the way.

Roads worked on: Majerus, Goulding Creek, E, Parrot, Grazing District, Dean Creek, Chandler, Four Mile, Airport Road, Fattig, Delphia, North Delphia, Johnson, Mosby, Snowy Mountain, Fishel Creek Hawk Creek and North Gage.
