The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda for the day. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve May 9th, 2025 meetings minutes as written. Commissioner Turley seconded the motion. Motion carried.
All Commissioners attended the Montana Natural Resource Coalition meeting on Thursday May 15, 2025 in Lewistown. The topics of the meeting were the American Prairie Reverse and the status of Grizzlies in Montana.
Commissioner Goffena attended the LEPC meeting Tuesday May 13, 2025. R.I.D.E was discussed and planned.
Commissioner Pancratz attended the Roundup Reach Round Table Meeting on Wednesday May 14, 2025. They voted on who was going to be doing their feasibility study for the Bair Collins property. GreatWest and WWC put in bids. They both had great proposals, but they felt GreatWest was the better fit.
Commissioner Turley attended the refuse Board meeting on Tuesday May 13, 2025. County Attorney Krakowka was also present. The fee for burning was discussed.

Norman Trent was present for the Roundup Record.
Mr. Kelly is with the American Legion Post and they are checking the cemeteries for an updated list of all the veterans in the buried there for placing flags on Memorial Day. Mr. Kelly was given a list of the names the County has, but that list hasn’t been updated lately. Mr. Kelly will update the list for the County. A donation of land for the Legion was discussed.
Jacob Hochstetler visited with the Commissioners regarding donating some gravel for Dean Creek Road. The Commissioner asked if Mr. Hochstetler could come to the Monday May 19, 2025 Road Department meeting and discuss the donation with the Road and Bridge Supervisor Stockert.

Commissioner Goffena made the motion to sign the Assignment and Client Consent Agreement with Nexus CPA Group for Auditing Purposes. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign Resolution 2025-19 Adopting the 2024 Eastern Montana Region Hazard Mitigation Plan. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to appoint Norma Trent as the Consumer Representative for Area II Council on Aging. Commissioner Turley seconded the motion. Motion carried.
Commissioner Pancratz made the motion to appoint Mike Goffena as the Commission Representative for Area II Council on Aging. Commissioner Turley seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Request for FAA Approval of Agreement for Transfer of Entitlements submitted by KLJ. Commissioner Turley seconded the motion. Motion carried. Commissioner Pancratz wants to request a meeting with KLJ to discuss the Airport Capital Improvement Plan.
Commissioner Turley made the motion to sign Resolution 2025-20 to receive the Voluntary Fire Capacity Grant No. VFC-25-330 in the amount of $20,582.00 = 90%. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to sign Resolution 2025-21 Amending Resolution 2025-9 receiving the Flood Mitigation Assistance Grant FMA-PJ-MT-2023-001 for the purchase of the Busy Bee property to change the revenue account number. Commissioner Goffena seconded the motion. Motion carried.
Amber, Kori and Maria with Catalyst for Change met with the Commissioner via Team outlining healthcare duties and responsibilities. They are going to be scheduling bi-weekly meetings.
County Agent Cooley gave his weekly report to the Commissioners. 4-H and Ag programs and activities calendars were given to the Commissioners.
Sheriff Lesnik gave his weekly report to the Commissioners. They have hired 2 new communication officers. At the LEPC meeting there was discussion of a possible purchase of a portable gurney for the side by side.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. They have been asked by the American Legion Commander if they could get an arial view of all the cemeteries, so they would like to use the drone for these pictures. Fire reports are in. There was an excavator fire. They had the LEPD meeting. The R.I.D.E. safety plan was discussed. The new Sanitarian is Van Puckett.
Theresa Doumitt briefly discussed Wier Building updates with the Commission from 2:35 to 3pm. These discussions included what is needed for the Control Estimate for the AIA Amendment and other invoices with John Minock, information gathered and check replacement regarding the vacant lots that are North of Wier and plans for a 5/21/2025 press release and radio interview to update the community on the project progress.
Public Comment:
Nancy Pederson from the Golden Thimble visited with the Commissioners regarding a shed we have in the side yard of the Courthouse that maintenance isn’t using any longer. They can have the shed for storage at the Thimble.
Marcie Brookie and Madison Gravenhof with Area II Agency on Aging met with the Commissioners regarding the Musselshell County Council on Aging Board.
May 19, 2025 Road Department meeting.
All Commissioners, Road and Bridge Supervisor Stockert and Secretary Newman were present. Jacob Hochstetler met and discussed gravel he wants to donate to put on Dean Creek Road. Mr. Stockert told Mr. Hochstetler he would have to get the official permits from DEQ before they could put anything on a County Road, but they would love to get the gravel. Mr. Hochstetler will contact the DEQ and get the process started. The road crew have been working on milling Dean Creek Road and Mr. Stockert thinks they need to have a Town Hall meeting to let everyone know they are grinding the road up. They need to schedule a walk through of the Goffena Bridge. With the moisture they have been working on roads. A reminder that the road will be bad before it gets better.
