The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were also present.
Pledge of Allegiance.
Commissioner Goffena made the motion to approve the agenda after noting it was updated to add signing the Invoice for the GreatWest Mesa PER for reimbursement and sign the “Commitment Letter” from The Signal Peak Community Foundation to accept the $50,000.00 Grant to use towards the structural stabilization of the Wier building. Commissioner Pancratz seconded the motion as amended. Motion carried.
Commissioner Pancratz made the motion to approve the May 10, 2024 meetings minutes as written. Commissioner Goffena seconded the motion. Motion carried.
Public Comment on the Intent to Establish a CPACE Program.
Theresa Doumitt was present and is very supportive that the County is going to establish the CPACE Program.
Commissioner Goffena made the motion to sign Certificate of Survey 2024-11 Amending Tract 1 of COS 1978-18, in the SW4NW4 of Section 10, Township 6 North, Range 26 East submitted by Donald & Pamela Lindenthal. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign the Vendor Invoice for Engineering Servies for GreatWest for the Roundup Mesa PER Grant AM-23-0181. Commissioner Goffena seconded the motion. Motion carried. This is for reimbursement.

Theresa Doumitt met with the Commissioners to go over the possible mitigation requirements of the Wier Building.
Albert Carlson met with the Commissioners regarding 13 acres he wants to sell that would expand the County dump area.
Bret Nellermoe met with the Commissioners regarding 2.6acres he wants to sell that would help with the easement to the proposed Riverside Fishing Access.
Sheriff Lesnik gave his weekly report to the Commissioners. County Attorney Larsen was also present. Interviews for dispatch were done. They will be running the add again. Hiring wages were discussed. Musselshell County has a very low starting wage. The Sheriff’s office budget was discussed.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There was notification from FEMA that they would be sending reimbursement for the June Flooding event in the amount of approximately $60,000.00. They will be going to pickup the fire trucks this weekend. Mr. Rook is working on drone pilot training. They have been out checking the road signs.
Treasurer Hetrick gave the Commissioners the April balancing statement.
County Attorney Larsen visited with the Commissioners and submitted a “Job Description” for the Community Health Worker.
Board Meetings:
Tuesday May 14, 2024 Commissioner Turley attended the Hospital District Board meeting. Minutes done by Commissioner Turley.
Commissioner Turley attended the Roundup Memorial Healthcare District Board (RMH-District) Meeting conducted by Mr. Stan Pisle. Mayor Sandra Jones was also present and reported the City’s support for hospital funding and in political support for reinstatement of Montana Medicaid funding. Mayor Jones also made note that HRDC funding for employment training is available, of which she is a regional HRDC board member. County Treasurer Darcy Hedrick reported that the District funds total $604,003 dollars and 37 cents. Billings Clinic accountant Anne Marie Kloppel reported that RMH budget and financials remain positive, particularly due to reduced contract nursing. Cash on Hand is much improved for daily hospital operations. CEO Rick Schroeder reported that recruiting efforts for a permanent CEO willing to live in our community is on-going. RMH- District funding continues to be very positive.
Commissioner Pancratz and Commissioner Goffena visited with Tracy Mosley from MSU regarding a new County Agent, Tuesday May 14, 2024. They have not received any applicants.
Commissioner Pancratz and Commissioner Goffena also attended the LEPC meeting May 14, 2024 where they were updated on grants going out.
Wednesday May 15, 2024 Commissioner Pancratz and Commissioner Goffena attended a Homes on the Range meeting. They are continuing to seek grant funding for a PAR through Snowy Mountain Development. The Housing Authority is willing to pay any match and to pay for the grant writing.
The Tuesday May 14, 2024 Refuse Board meeting did not have a Quorum so there was no business.
The Commissioners did Claims on Wednesday May 15, 2024. Claims = $138,439.06.
Commissioner Goffena attended the Weed Board meeting on Wednesday May 15, 2024. Greg Walter has been doing a great job helping spray the weeds part-time. Ms. Beck may have some equipment for the Surplus Auction DES will be having.
Commissioner Turley spoke with Amber Martinsen with Catalyst for Change regarding a Television interview with one of the news stations and will be getting in touch after learning a few more details.
The Commissioners are going to be going to Senators Testers Office in Billings next Tuesday, May 21, 2024 to discuss the Crow Agency coal trade.
John Albert met with the Commissioners regarding a major oil leak in the engine of the mower used to mow Handle Park and the Musselshell Cemetery.
There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
