The meeting was called to order at 8:30 by Commissioner Pancratz.  Commissioner Goffena and Commissioner Turley were present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the day.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve April 25, 2025 minutes as written. Commissioner Goffena seconded the motion.  Motion carried.

All Commissioners attended a Teams FEMA meeting on Thursday May 1, 2025 regarding grant money for a culvert project and the Old Milwaukee Bridge removal project.

Commissioner Goffena attended a Fire Council Meeting on Thursday May 1, 2025.

Commissioner Pancratz attended a Snowy Mountain Development meeting on Wednesday April 30, 2025 for funding for economic development in Musselshell County.

Commissioner Turley went to the BLM office on Monday April 28, 2025 to inquire about “Federal Coal” to be mined by Signal Peak.

Commissioner Turley attended the Hospital Board meeting on Thursday May 1, 2025.

RMH Administrator/CEO Tracy Anderson brought the Board up to the present state of hospital affairs. Tracy discussed the Strategic Planning team efforts made with Dan Wichman and Roxanne Hanson of Billings Clinic and the RMH Board. The team has made priority of safe, high quality, transparent care with financial stewardship.  Billings Clinic / WIFLI accountant Anne Marie Kloppel provided her monthly RMH financial report. Ms. Kloppel made note that contract labor expense continues to be reduced, which provides RMH with a positive cash position. Assistant Medical Director Valerie Russell pointed out that improved nursing and Dr. staffing continues to positively affect hospital care.  Roundup Memorial Hospital Board members and staff continue to work with Billings Clinic with both a short- and long-term Strategic Planning in a positive manner.  RMH continues to be in a very positive situation with positive planning.

Commissioner Turley attended a Bair Collins meeting on Wednesday April 30, 2025

County Attorney Krakowka joined the meeting.

Norma Trent joined the meeting.

No public comment.

Commissioner Goffena made the motion to sign the Certificate of Match Form submitted by the Area II agency of Aging for administration.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the receipt for Land Gift submitted by High Plains Architects. Commissioner Goffena seconded the motion. Motion carried.

County Agent Reed gave his weekly report to the Commissioners. MSU will be hosting the National Association County Agricultural Agent this year in June or July that they have been planning and working on. There are over 1000 signed up. There are some grazing issues for certain grass (sorghum sudan). There is a market conference next week. They are also working on the 4H Fair.

Sheriff Lesnik gave his weekly report to the Commissioners. They have 6 inmates. The MACo Jail Committee visited and will be doing a review in January of 2027.  They are going to be working on a policy for excessive “pick up” calls.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The Fire Council meeting went well. They are working on funding for the Old Milwaukee Bridge removal and culverts. Mr. Russell gave the Commissioner a printout of Pros and Cons of the Fire Chiefs position on implementing the fee for tree dumping at the County Burn pit.

Community Health Worker Berg gave her weekly report to the Commissioners.  There is real concern about the “no response” from Catalyst for Change Program.

Ambulance Director Solberg gave a weekly report to the Commissioners. Jim Vivirito will be passing the Paramedic Certification courses with honors in August.  Congratulations Jim!!

Theresa Doumitt shared Greg Wilhelmi’s donated sketch for a potential idea for the use and placement of the Busy Bee horse.  Thank you, Greg!!!!   Theresa Doumitt then discussed Wier Building updates with the Commission.  These discussions included AIA Amendment and gutter work with John Minock, dehumidifiers for the basement, and the status of the Building Permit application (submitted on Monday).  Theresa also shared information with the Commission regarding the Abatement Contractor start date of 5/5/2025, the Buy-Sell for 2 of the vacant lots that are North of Wier, the water (4/24) and electric hook-up (5/1) and the MDOT permit process for construction fencing.

Public Comment:

Monty Sealey met with the Commissioners to discuss the new water.  Mr. Sealey discussed how the City is flushing all the hydrants.

There being no further business Commissioner Goffena made the motion to adjourn, Commissioner Turley seconded the motion.  Motion carried.
