May 23rd, 2025

The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present. County Attorney Krakowka was present in the morning. Norma Trent was present throughout the day.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda. Commissioner Goffena seconded. Motion carried.

Commissioner Goffena made the motion to approve the Minutes, from May 16th, 2025.  Commissioner Goffena seconded. Motion carried.

Public Comment: Mari Hoiland came into to speak with the Commissioners about the Cemetery Records for Musselshell County. She discovered that the maps indicate the incorrect location. Plot maps are not up to date. There are instances where records indicate that people are buried in multiple locations. The Cemetery Board Records are incorrect with the concern that Veterans are not on the list, causing those Veterans to not be honored with flags. Additionally, she shared concerns about people with pre-paid lots, and who may have those records. The Commissioners agreed to get the Cemetery Board to a meeting to discuss these issues and work on a resolution.

New Business:

  1.   Commissioner Goffena made a motion to discuss and vote on the purchase of the two vacant lots North of the Wier building owned by the Banisters. Commissioner Turley 2nd the motion. Motion carried.

2.Commissioner Turley made the motion to review and sign the Encroachment Permit for an approach on Dean Creek Road, Section 20, Township 6 North, Range 24 submitted by Connie Jo Richtmyre. Commissioner Goffena seconded the motion. Motion carried.

  1. Commissioner Goffena made the motion to review and sign the Management Representation Letter to Denning, Downey & Associates, P.C. Commissioner Turley seconded the motion. Motion carried.

4.Commissioner Turley made the motion to review and sign the Musselshell County Acceptance of the Draft Audit Report for FY2024. Commissioner Goffena seconded the motion. Motion carried.

 

Meetings:

All Commissioners attended a 911 Communication Committee meeting and dispatch meeting.

Commissioners attended the Will Shoring Control Estimate Meeting.

Commissioner Goffena talked to the Musselshell County Council on Aging regarding deposit checks for facility rental. Checks were missing that the Council reported to the Sheriff’s Office. The Commissioners confirmed with the Sheriff’s Office that the checks were found, and the report was cancelled.

County Attorney Krakowka is reviewing the contract with the Musselshell County Council on Aging.

County Agent Cooley gave the upcoming Extension Schedule to the Commissioners. They discussed flood mitigation to get water to ditches and water storage in case of drought. Agent Cooley reviewed plans for the Fairgrounds with the Commissioners, including wiring on the garage door and repairs to the horse barn. They also discussed having a contact person in the area for emergency calls. There is the Livestock Risk Protection Event scheduled for Tuesday, May 27th at 3:30 at the extension office. The department is working on Resources for weed control for residents with 20-acre parcels. 4H Camp will be in Monarch June 2nd-June 6th, 2025.

John Husar and Johnny Husar reviewed the status of the Wind Farm north of town with the Commissioners. The Proposal for the Utility Grade Energy Project has been accepted for interconnection. A meeting is scheduled to review the project details with energy partners June 9th-13th.

Sheriff Lesnik confirmed that the report of missing checks from the Musselshell County Council on aging was later cancelled after the checks were located.

MACo met with the Commission to review the County Property Insurance Coverage and make suggestions to reduce premiums.

Theresa Doumitt discussed Wier Building updates with the Commission.  These discussions included what is needed for the Control Estimate for the AIA Amendment and the Construction Schedule that had been submitted earlier today, the purchase of the 2 vacant lots that are North of Wier, the incredible progress of the hazardous materials cleanup work, extending the developers RFP due date by 3 weeks, and the success of Wednesday’s radio interview to update the community on the project progress.

Seitz insurance reviewed the County Workers Compensation Insurance and how Indemnity Claims affect the Insurance Premium. He suggested a robust Safety Committee, meeting more often, and administering safety training to get down to the employees with an emphasis on department specific training.

Public Comment: Avis London came to ask the Commissioners about why he has a predatory animal tax from the County for his one sheep as well as the state fee.

With no Further Business to discuss, Commissioner Goffena made the Motion to adjourn, Commissioner Turley seconded the motion, motion carried. Meeting adjourned at 3:08PM.
