May 24th 2024

The meeting was called to order at 8:30 by Commissioner Turley.  Commissioner Pancratz and Commissioner Goffena were present. Minutes were taken by Garilynn Rapp.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda as is.  Commissioner Goffena seconded. Motion carried.

Commissioner Goffena made the motion to table the approval for the Minutes from May 17th, 2024. Commissioner Pancratz seconded. Motion carried.

No Public Comment on the Intent to Establish a CPACE Program.

Business:

Commissioner Pancratz made the motion to Sign Resolution 2024-17 for the Intent to Establish a (CPACE) Commercial Property Assessed Capital Enhancement Program. Commissioner Goffena 2nd the motion, motion carried.

Commissioner Pancratz made the motion to sign the document to Appoint Cheryl Goffena as the Consumer Representative and Mike Goffena as the Commission Representative for the Area II Agency of Aging Advisory. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the DNRC Judith Gap to Melstone Water Project AM-23-0294. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Contract for the Fairgrounds Water Main Project submitted by Stahly Engineering. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Goffena made the motion to Sign the Letter for final reimbursement for the ARPA AM-23-0292 Roundup Mesa PER Grant. Commissioner Pancratz 2nd the motion, motion carried.

The Commissioners had a Zoom Meeting with Snowy Mountain and Theresa Doumitt regarding the Wier Furniture Building, structural progress.

The Commissioners did claims on Wednesday May 22, 2024. Claims = $59,025.98

Sheriff Lesnik gave his weekly report to the Commissioners. The Sheriff’s office is looking to fill 2 dispatch positions, closing on June 12th.  Musselshell County Coroner’s office needs to purchase a pill counter.

County Attorney Larsen met with the Commissioners.

DES Director Justin Russell and DES Coordinator Darren Rook gave their update to the Commissioners. Commissioners approved a JV of Funds from their general fund to the Capital Improvement Funds a service box truck for $13,980. The new Fire Engine the department is purchasing for Bull Mountain Volunteer Fire Department will be delivered to Musselshell when all the pumps have been replaced and inspected. The County will be staging equipment for the Closed Bid Auction occurring on June 17th, by the Dump for public inspection. Packets for the Auction will be available at the Clerk and Recorder’s Office a week prior to the Auction. DES is meeting with the State RFI’s Culvert project. They are getting a Cost Benefit Analysis to FEMA. At the Statewide DES meeting, the department learned that the EMPG grant for Musselshell County will be reduced by 10%. The department has issued 2 new rural addresses. 2023Volunteer Capacity Grant of $18,000 will be given back to the County.

CFO, Chris Kirk met with the Commissioners regarding County budgets and reviewed the status of County accounts.

Jamie Larson with Seitz Insurance met with the Commissioners regarding the County Workman’s Compensation Insurance policy. The County received a dividend from the policy in the amount of $21,079, because the frequency and severity of claims has decreased. He reviewed the impact of the Safety Committee makes on accident prevention.

Angie Mozqueda met with the Commissioners and agreed to return keys to the County Complex.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion.  Motion carried.
