The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present. CAS Marshall was present.
Pledge of Allegiance.
Commissioner Goffena made the motion to approve the agenda. Commissioner Turley seconded the motion. Motion carried.
Commissioner Goffena made the motion to table May 23, 2025 minutes until later in the day. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley attended a Refuse Board meeting Tuesday May 27, 2025. An Employee Job Description was completed.
Commissioner Turley attended a Bair Collins meeting where grant funding from the DEQ was discussed.
Commissioner Goffena and Commissioner Turley attended a Council on Aging Board meeting on Tuesday, May 27 2025.
Commissioner Goffena attended a Roundup Reach meeting where the Fish Wildlife and Parks Riverside Fishing Access Site was discussed. They are hoping to start on the road soon.
Commissioner Goffena and Commissioner Turley attended the Fair Board meeting. They are going to have 2 meetings in June to prepare for the Rodeo.
Commissioner Goffena and Commissioner Turley attended an MSU Extension which discussed an updated insurance program toward livestock. Cattle prices are very strong right now but can get stressed if the weather does not cooperate. Musselshell County is on the edge of a drought. Agriculture is the #1 taxpayer in Musselshell County.
Public comment:
Frank Kelly with the American Legion was present to ask about a survey for the 10 acres the County may donate for a building. Mr. Kelly was given information and phone numbers for the Subdivision Administration.

Commissioner Turley made the motion to sign the Settlement Statement for the two vacant lots North of the Wier building owned by the Banisters submitted by Flying S Title & Escrow subject to review of the Title Policy. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Agreement for Drug and Alcohol Testing and Services submitted by Sealey and Associates DBA as lane and Associates. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the MACo Workers Compensation Group Plan Enrollment Form submitted by Seitz Insurance. Commissioner Goffena seconded the motion. Motion carried.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. They are still working on submitting the final grant forms. They attended the Roundup Reach meeting on Wednesday May 28, 2025. All groups are going to compile all their information for ideas for growth. There was 1 fire citation. Fire Staff Stations will start in July. The district fire restrictions calls are starting every Monday morning. There were 2 new addresses and 4 verifications this week. The 911 Committee needs to appoint a chairman when they meet.
Chris Kirk with Kirk Electric met with the Commissioners regarding the electricity at the fairgrounds. They are waiting for Northwestern Energy.
Community Health Worker Berg met with the Commissioners. Also present were members of Catalyst for Change, Emily Post, Kory Matinson, Maria Rustad, Amber Overstreet and Kristy May. The main reason for the meeting was to establish communication between all parties and tracking of data.
Theresa Doumitt discussed Wier Building updates with the Commission. These discussions included the Control Estimate for the AIA Amendment, the purchase of the 2 vacant lots that are North of Wier, the incredible progress of the hazardous materials cleanup work, the communications and information with the developer, and when to start working with Justina for the Wier project.
Public comment:
Delores and Gene DesJarlais met with the Commissioners to thank them for being so proactive and so good for the community. The also would like to see the Busy Bee horse stay where it is and have some kind of centerpiece for the area after the building comes down.
Doreen Kowalski met with the Commissioners to ask about naming the Arena after Raymond Rainbow Hillman. The Commissioners advised Ms. Kowalski to go to a Fair Board meeting.
There being no further business Commissioner Turley made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
June 2, 2025 Road Department meeting.
All Commissioners, Road and Bridge Supervisor Stockert and Secretary Newman were present. They will be putting up a Public Notice for a Town Hall meeting for Dean Creek Road soon. They are going to be setting up interviews for the Road Secretary position next week. Road and Bridge Supervisor and Commissioner Pancratz are going to be looking at roads on Wednesday June 4, 2025. Other Commissioners may also go depending on schedules.
