The meeting was called to order by Commissioner Borner. Commissioner Carlson was present.
No public was present.
Pledge of Allegiance.
Commissioner Carlson made the motion to approve the agenda as is. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to approve the April 27, 2020 minutes. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson had a Refuse Board meeting and there were a few personnel issues.
Commissioner Carlson also had the initial meeting of the Musselshell County Financial Advisory Board on April 30, 2020. Present via Go to Meeting were: Shawn Todd, Deb Adolph, Samantha Christensen and Kirby Danielson. Christine Kirk did not attend. There were a lot of questions asked. Commissioner Carlson is going to get them all the budget training material from MACo and budget and revenue spreadsheets so they can view them. There was a vote to make Shawn Todd the chairman. The next meeting will be May 20, 2020.
Commissioner Borner had no meetings this week.
Commissioner Borner did an update on audit status and financials that was sent from Denning Downey and Associates.

Clerk of Court Halverson met with the Commissioners to go over her budget.
Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. The Archeologist did not find anything at the Allen Goffena East District gravel pit so they can move forward. Residents are not happy about the detour road planned for the Farrell Street bridge replacement because they don’t want traffic going by their homes for the 3 months it will take to complete the job. If the County has to pay for a work bridge, which is the only other option, it will cost the tax payers approximately $70,000.00. Mr. Stockert will call Attorney Swimley for guidance. Mr. Stockert told the Commissioners that MDT will take care of the easements and right of ways for the Goffena Bridge project. The County will do the permits. The Road Department budget was reviewed.
Sheriff Lesnik and Undersheriff Bednar met with the Commissioners to go over their budget.
Victim Witness Advocate Allen met with the Commissioners to go over her budget.
DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. Mr. Russell is going to work on the Uniform Fire Code adoption for the City and will be shutting down burning for the next 2 days. Mr. Russel did 186 miles in the NW of the County to check on Road signs. The DES auger was stolen from the cold storage building and will need replaced. The budgets were worked on.
County Agent Fosjord gave her weekly report to the Commissioners. They are working on plans for the 4H Fair amid the COVID 19 issue. Budgets were reviewed.
Treasurer Hetrick met with the Commissioners to go over her budget.
Weed Coordinator Beck met with the Commissioners to go over her budget.
Justice of the Peace marking met with the Commissioners to go over his budget.
Ambulance Director Solberg met with the Commissioners to go over his budget.
Holly Wolff from Roundup Memorial Healthcare and Theresa Doumitt via telephone met with the Commissioners regarding the DLA Grant and the audits.
Item #1 to vote on members of the Election Audit Committee was tabled by Commissioner Carlson until there are enough people willing to be on the board. Commissioner Borner seconded Motion carried.
Commissioner Carlson made the motion to sign Resolution 2020-13 ordering Musselshell County Treasurer Hetrick to issue Tax Deeds. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to hire Attorney Mike Meloy to represent Musselshell County on certain legal matters. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to apply for the COVID-19 Behavioral Health Crisis Response Grant. Commissioner Borner seconded the motion. Motion carried
Commissioner Carlson made the motion to review and sign Certificate of Survey 2020-6 The Dillman Minor Subdivision in the SE4 of Section 8, T- 6 -N, R- 26 -E. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to review and sign Certificate of Survey 2020-7 Tracts 1 & 2 of Certificate of Survey 2008-3FC in the NW4 of Section 26, T-8-N, R-25-E submitted by The Bohlmans. Commissioner Borner seconded the motion. Motion carried.
There being no further business the motion was made to adjourn. Motion carried.
Commissioner Borner sign Journal Voucher 589 for school funds.
The Commissioners did claims and had a working session on Thursday May 7, 2020.
